PT Biro Klasifikasi Indonesia (PT BKI) menjalankan Program TJSL
Sertifikasi Juru Las Banjarmasin tahun 2024 sebagai program Creating Shared
Value (CSV) yang terhubung dengan bisnis inti perusahaan di bidang TICCS.
Penelitian ini menganalisis penerapan CSV, kontribusinya terhadap pengelolaan
risiko bisnis non-finansial berdasarkan ISO 31000:2018, serta strategi optimalisasi
program, menggunakan pendekatan kualitatif melalui in-depth interview terhadap
sembilan informan yang didukung studi dokumentasi dan observasi terbatas yang
dilakukan pada Februari-Juni 2026. Hasil menunjukkan program telah memenuhi
lima unsur CSV, meliputi keterkaitan dengan kompetensi inti, kesesuaian dengan
kebutuhan sosial-industri, serta nilai sosial dan strategis terukur (SROI 1,69;
peningkatan pendapatan peserta +46,32%; penguatan reputasi dan ekosistem
galangan kapal). Dari perspektif ISO 31000:2018, program diposisikan sebagai
Emerging Risk Treatment terhadap risiko reputasi, legitimasi, dan kepercayaan
stakeholder, dengan strategi optimalisasi dari analisis PESTEL, SWOT dan Three
Horizons Model yang mencakup formalisasi risk register TJSL hingga
pengembangan ekosistem klaster juru las.

PT Biro Klasifikasi Indonesia (PT BKI) implemented the 2024 Welder
Certification CSR Program in Banjarmasin as a Creating Shared Value (CSV)
initiative connected to its core TICCS business. This study analyzed the CSV
implementation, its contribution to non-financial risk management based on ISO
31000:2018, and optimization strategies, using a qualitative approach through indepth interviews with nine informants supported by document analysis and limited
observation taht was done February-June 2026. Results showed that the program
fulfilled five CSV elements, including alignment with core competencies, relevance
to social-industry needs, and measurable social-strategic value (SROI 1.69;
+46.32% participant income increase; enhanced reputation and shipyard
ecosystem). From an ISO 31000:2018 perspective, the program was positioned as
an Emerging Risk Treatment against reputational, legitimacy, and stakeholder trust
risks, with optimization strategies based on PESTEL, SWOT, and Three Horizons
Model analyses covering TJSL risk register formalization and welder cluster
ecosystem development.
