Analisis Efektivitas Lembaga Ketahanan Pangan di Provinsi Jawa Barat dalam Upaya Mewujudkan Penganekaragaman Konsumsi Pangan

Abstract

Food security institution has a strategic role in achieved food diversity. The purpose of this studied to analyzed the effectiveness of food security institution in West Java province in an effort to realized the diversification of food consumption. This study used a retrospective design. Limitation agency consists of 17 SKPD food security had been coordinated under the Food Security in West Java which was in the period of 2009 and 2010 have a program related to food security. The results of this study, indicated that there was food security agencies has been good, but not effective because in 2011 PPH scores public consumption of West Java reached 73.3. Characteristics of human resources security institution still dominated high school graduates and technical employees, and the human resources do not understand the concept of development of food security. The results also showed there was from institution structure can said that was good that evidenced with jobdesc consistently with KUKP. Beside that still there was 27,8% inconsistently policies. Besides distributing of food security development budget was still not proportional, that was to the distribution subsystem budget of Rp 1,578 trillion (73.6%), whereas the consumption subsystem only Rp 8.4 billion (0.4%).
