BPOM has developed the sppirt.pom.go.id application integrated with OSS (oss.go.id) to assist in the implementation of SPP-IRT licensing by the District Government. One of the commitments that business operators must fulfil includes the regulations on labelling and advertising of processed food. However, despite the government's issuance of labelling regulations, there are still issues in these fulfilling commitments. The objective of this research is to identify the compliance level of the minimum label information based on the verified label data with the labels received by the District Health Office in OSS, as well as with the labels on the products being sold. The research method used was a survey to collect data. The results showed that the 3 (three) most common IRTP products in Bekasi City, which were used as samples in this research, are flour and its derivatives (27.8%), spices (17.9%), and sugar confectionery/candy and chocolate (16.8%). The compliance levels for the minimum label information for labelling commitments were based on the verification results by the District Health Office (T1), compliance with labelling based on the existed label design (T2), and compliance with labelling based on the labels of products sold in Bekasi City (T3). The average percentages for mandatory component that did not comply with the labelling fulfilment level for flour and its derivatives were as follows T1 (88.39%), T2 (58.73%), and T3 (52.12%). For voluntary components T1 (29.37%), T2 (19.05%), and T3 (20.63%). For mandatory components of spices in T1 (92.13%), T2 (78.60%), and T3 (78.60%), meanwhile for voluntary components T1 (54.32%), T2 (40.74%), and T3 (49.38%). For sugar confectionery/candy and chocolate, the results for mandatory components in T1 (92.79%), T2 (72.22%), and T3 (73.93%). For voluntary components T1 (35.90%, T2 (29.49%), and T3 (33.33%).
Keywords: BPOM, food labels, food regulation, IRTP, SPP-IRT BPOM telah mengembangkan aplikasi sppirt.pom.go.id yang diintegrasikan dengan OSS (oss.go.id) untuk membantu penyelenggaraan perizinan SPP-IRT oleh Pemerintah Kabupaten/Kota. Pemenuhan komitmen yang harus dipenuhi oleh pelaku usaha, salah satunya ketentuan label dan iklan pangan olahan. Namun, pada saat ini meskipun regulasi mengenai pelabelan sudah dikeluarkan oleh pemerintah, tetapi masih dijumpai masalah dalam pemenuhan komitmen. Tujuan dari penelitian ini adalah mengidentifikasi kesesuaian tingkat pencantuman keterangan minimal label berdasarkan data label hasil verifikasi dengan pencantuman label yang diterima oleh Dinas Kesehatan Kabupaten/Kota di OSS serta dengan label produk yang dijual. Metode penelitian dilakukan menggunakan metode survei untuk mendapatkan data. Hasil yang diperoleh yaitu terdapat 3 jenis produk IRTP terbanyak di Kota Bekasi yang akan dijadikan sampel pada penelitian ini yaitu, tepung dan hasil olahannya (27.8.%); bumbu (17.9%) dan produk gula kembang gula/permen dan coklat (16.8%). Tingkat pencantuman keterangan minimal label untuk pemenuhan komitmen pelabelan didasarkan pada hasil verifikasi oleh Dinas Kesehatan Kabupaten/ Kota (T1); pemenuhan pelabelan berdasarkan rancangan label yang dicantumkan (T2); dan pemenuhan pelabelan berdasarkan label produk yang dijual di Kota Bekasi (T3). Persentase rata-rata untuk komponen wajib yang tidak memenuhi tingkat pemenuhan pelabelan untuk tepung dan hasil olahannya adalah sebagai berikut T1 (88.39%), T2 (58.73%), dan T3 (52.12%). Untuk komponen sukarela T1 (29.37%), T2 (19.05%), dan T3 (20.63%). Untuk komponen wajib pada jenis pangan bumbu T1 (92.13%), T2 (78.60%), dan T3 (78.60%), sementara untuk komponen sukarela T1 (54.32%), T2 (40.74%), dan T3 (49.38%). Untuk gula, kembang gula/ permen dan cokelat, hasil untuk komponen wajib pada T1 (92.79%), T2 (72.22%), dan T3 (73.93%). Untuk komponen sukarela T1 (35.90%), T2 (29.49%), dan T3 (33.33%).
