Perancangan Balanced Scorecard Sebagai Pengukuran Kinerja Pada Himpunan Profesi Mahasiswa Manajemen IPB University

Abstract

Perguruan tinggi dituntut untuk menyusun target pencapaian Indeks Kinerja Utama Perguruan Tinggi Negeri (IKU-PTN) dan mengembangkan program kegiatan berorientasi pelaksanaan kebijakan Merdeka Belajar-Kampus Merdeka (MBKM). Untuk mencapai IKU tersebut, dibutuhkan adanya kerjasama dari unit organisasi terkecil di perguruan tinggi. Hal tersebut mendorong Himpunan Profesi Centre of Management (COM@) untuk meningkatkan sistem tata kelola berbasis pencapaian kinerja guna mendukung IPB University dalam implementasi Kebijakan MBKM. Penelitian ini dilakukan dengan tujuan untuk menganalisis keselarasan terhadap visi, misi, sasaran dan IKU Himpunan Profesi COM@, memformulasikan peta strategi, serta menganalisis hasil pengukuran kinerja Himpunan Profesi COM@ menggunakan metode Balanced Scorecard. Pendekatan yang digunakan adalah kualitatif dan kuantitatif dengan sumber data primer berupa focus grup discussion (FGD) dan data sekunder berupa studi literatur dan hasil kajian yang relevan. Data diolah menggunakan Microsoft Excel 2019 dengan metode analisis deskriptif. Hasil pengukuran kinerja Himpunan profesi Centre of Management dengan pendekatan BSC memperoleh nilai 85,73% dengan interpretasi baik (diekspresikan dengan warna hijau). Kinerja ini dapat ditingkatkan dengan menerapkan program berupa inisiatif strategis terutama pada Indikator Kinerja utama yang masih rendah.

Universities are required to draw up targets for achieving the Key Performance Indicators of State Universities (IKU-PTN) and develop activity programs oriented to implementing the Merdeka Belajar-Kampus Merdeka (MBKM) policy. To achieve the IKU requires cooperation from the smallest organizational unit in the college. It encourages the COM@’s Student Association to improve the performance achievement-based governance system to support IPB University in implementing the MBKM Policy. This research aims to analyze the alignment of the vision, mission, goals and IKU of the COM@’s student association, formulate a strategy map, and analyze the results of measurements of the performance of the COM@’s student association using the Balanced Scorecard method. The approach used is qualitative and quantitative, with primary data from focus group discussion (FGD) and secondary data from literature studies and various relevant studies. The data were processed using Microsoft Excel 2019 with a descriptive analysis method. The results of the performance measurement of the COM@’s student association with the BSC approach obtained a value of 85.73 per cent with good interpretation (expressed in green). This performance can be improved by implementing programs in the form of strategic initiatives, especially on key performance indicators that are still low.
