|Sragen Regency has established a farmer groups association (gapoktan) named Gapoktan Sri Makmur. This gapoktan is an organization that manages the organic rice production in Sragen Regency, Central Java. Organic rice is a product resulting from organic farming systems aplication. Organic farming is farming that is implemented without the use of chemical fertilizers or chemical pesticides. Learning organization and human capital planning has an important role to increase the Gapoktan Sri Makmur performance. The objectives of this study are to 1) identify major problems that are being experienced by Gapoktan Sri Makmur in an effort to improve its performance, 2) analyze the driving and inhibiting factors while performance improving of organic rice farmers in Gapoktan Sri Makmur , 3) analyze the effect of learning organization and human capital planning to performance improvement of organic rice farmers in Gapoktan Sri Makmur, and 4) analyze the design model of performance improvement organic rice farmers in Gapoktan Sri Makmur. The obtained results, shows that human resource is a major problem faced by Gapoktan Sri Makmur. The analysis of Structure Equation Modeling (SEM) results that learning organization has a significant impact on the performance, and human capital planning needs intervening variable in order to impact on the performance. That variable is learning organization. Managerial implications that are seen from the driving, inhibiting factors and SEM analysis obtained results Gapoktan Sri Makmur performance improvement is model with The House Model.
