Based on the findings of the Food and Drug Supervisory Agency (BPOM) in 2011, was found 420 items (132 259 packs) foods are not requirement (Sindo 2012). The purpose of this study was to analyze the effect of consumer vulnerability on food packaging purchasing behavior in Bogors’ urban and rural area. This study used cross sectional study. The samples of this study was 80 households’ who consumed food packaging product that come from complete family and choosen by using simple random sampling. The result showed significant differences of households’ purchasing behavior on food packaging product and consumer vulnerability. Moreover, there was negative significant correlation between geographical location, mothers’ education, and expenditure of food packaging product with consumer vulnerability. Factor that affect the vulnerability of consumer is geographical location. Age, expenditure of food packaging product, family expenditure, and consumer vulnerability was influenced purchasing behavior
