Keragaman format kemasan, urutan produksi, dan keterbatasan kapasitas menyebabkan evaluasi lini filling perlu mempertimbangkan beberapa indikator kinerja. Penelitian ini bertujuan merancang model evaluasi kapasitas berbasis Fuzzy Inference System (FIS), menentukan kondisi kapasitas yang memerlukan pengembangan, serta menganalisis alternatif investasi dan alokasi produksi pada PT XYZ. Model FIS menggunakan tiga variabel masukan dan 15 aturan IF–THEN untuk menghasilkan keputusan maintain atau modify. Evaluasi dilakukan terhadap 24 skenario yang terdiri atas tiga kondisi jadwal kerja dan delapan komposisi permintaan. Hasil menunjukkan seluruh skenario pada kondisi jadwal kerja aktual berstatus modify, dengan skor FIS 2,176–3,546 dan Line B sebagai lini dengan tekanan kapasitas tertinggi. Peningkatan kapasitas Line B menjadi 350 ton per bulan direkomendasikan dengan CAPEX Rp8,92 miliar, PWC Rp9,10 miliar, dan EAC Rp2,06 miliar per tahun. Alternatif ini meningkatkan ketepatan waktu dari 95,45% menjadi 97,78% dan memungkinkan pengalihan 41,10 ton per bulan produk maklon sachet dan BIB ke produksi internal, dengan penghematan Rp394,56 juta per tahun. Produk stickpack sebesar 9,03 ton per bulan tetap diproduksi melalui maklon karena tidak kompatibel dengan lini yang tersedia. Hasil sensitivitas menunjukkan urutan alternatif tetap stabil terhadap perubahan parameter ±20%. Model FIS dapat menjadi dasar evaluasi dan keputusan pengembangan kapasitas yang terstruktur dan dapat ditelusuri. Product format diversity, production sequencing, and capacity limitations require filling-line evaluation to consider multiple performance indicators. This study aimed to develop a capacity evaluation model based on a Fuzzy Inference System (FIS), identify capacity conditions requiring development, and analyze investment alternatives and production allocation at PT XYZ. The FIS model used three input variables and 15 IF– THEN rules to generate maintain or modify decisions. The evaluation covered 24 scenarios consisting of three operating-schedule conditions and eight demand compositions. The results showed that all scenarios under the current operating schedule were classified as modify, with FIS scores of 2.176–3.546 and Line B experiencing the highest capacity pressure. Increasing Line B capacity to 350 tons per month was recommended with a CAPEX of IDR 8.92 billion, PWC of IDR 9.10 billion, and EAC of IDR 2.06 billion per year. The alternative increased on-time completion from 95.45% to 97.78% and enabled 41.10 tons per month of outsourced sachet and BIB products to be transferred in-house, generating annual savings of IDR 394.56 million. Meanwhile, 9.03 tons per month of stickpack products remained outsourced because they were incompatible with the available filling lines. Sensitivity analysis showed that the investment ranking remained stable under ±20% changes in the tested parameters. The FIS model provides a structured and traceable basis for capacity development decisions.
