Sektor perkebunan Indonesia masih menghadapi kesenjangan implementasi keberlanjutan, meski mencatat skor ESG tertinggi. BUMN perkebunan memiliki dual mandate yang menuntut integrasi dimensi ekonomi, sosial, dan lingkungan, namun kepatuhan masih bersifat rule-based dan belum terinternalisasi sebagai nilai organisasi. Penelitian ini menganalisis peran aktor internal serta merumuskan strategi prioritas penerapan value compliance dalam manajemen performa berkelanjutan di PT XYZ. Metode penelitian mengintegrasikan Delphi dan AHP melalui tujuh pakar internal. Hasil Delphi menempatkan Bagian Kepatuhan sebagai aktor paling berpengaruh. Hasil AHP menunjukkan Integrity mendominasi level faktor (59,88%), Level aktor dipimpin oleh Bagian Kepatuhan (23,97%). Dimensi Lingkungan menjadi prioritas tujuan tertinggi (38,73%), sedangkan Education merupakan strategi paling prioritas (46,80%). Temuan menegaskan bahwa efektivitas value compliance bertumpu pada pendekatan integrity-driven melalui strategi persuasif-preventif, dengan implikasi manajerial yang terintegrasi dalam Sustainability Balanced Scorecard.

Indonesia’s plantation sector continues to face a sustainability implementation gap, despite recording the highest ESG score. State-owned plantation enterprises carry a dual mandate that requires the integration of economic, social, and environmental dimensions; however, compliance remains largely rule-based and has not yet been internalized as an organizational value. This study analyzes the roles of internal actors and formulates priority strategies for implementing value compliance in sustainable performance management at PT XYZ. The research method integrates the Delphi technique and the Analytic Hierarchy Process (AHP) involving seven internal experts. Delphi results identified the Compliance Division as the most influential actor. AHP findings show that Integrity dominates the factor level (59.88%), while the actor level is led by the Compliance Division (23.97%). The Environmental dimension emerges as the highest-priority goal (38.73%), and Education is the most prioritized strategy (46.80%). The findings affirm that the effectiveness of value compliance rests on an integrity-driven approach executed through persuasive-preventive strategies, with managerial implications integrated into the Sustainability Balanced Scorecard.
