      Analisis Beban Kerja dan Kebutuhan Tenaga Kerja Pegawai Divisi Pengadaan Cadangan Pangan Pemerintah Perum BULOG

      Abstract
      Peningkatan target pengadaan cadangan beras pemerintah dalam negeri pasca terbitnya Inpres No. 6 Tahun 2025 meningkatkan volume pekerjaan pada Subdivisi Pengadaan Cadangan Beras Pemerintah Dalam Negeri (CBP DN) Perum BULOG, sementara jumlah pegawai terbatas sehingga berpotensi menimbulkan ketidakseimbangan beban kerja. Penelitian ini bertujuan menganalisis deskripsi pekerjaan, beban kerja, dan kebutuhan tenaga kerja pada Subdivisi CBP DN. Metode yang digunakan adalah work sampling dan analisis beban kerja dengan pendekatan Full Time Equivalent (FTE). Hasil penelitian menunjukkan bahwa deskripsi pekerjaan telah tersusun jelas, namun terdapat variasi kompleksitas dan tanggung jawab antar pegawai. Sebanyak 80% pegawai mengalami overload dan 20% underload, menunjukkan ketidakseimbangan distribusi pekerjaan. Kebutuhan tenaga kerja optimal berjumlah 9 orang dari kondisi eksisting 5 orang, sehingga terdapat kekurangan 4 orang. Hasil penelitian ini dapat digunakan sebagai dasar dalam penentuan kebutuhan tenaga kerja dan evaluasi distribusi pekerjaan.
       
      The increase in domestic Government Rice Reserve procurement targets following Presidential Instruction No. 6 of 2025 has increased workload in the CBP DN Subdivision of Perum BULOG, while the number of employees remains limited, potentially causing imbalance. This study aims to analyze job descriptions, workload, and workforce requirements. The method used is work sampling and workload analysis using the Full Time Equivalent (FTE) approach. The results show that job descriptions are well-defined, yet there are variations in task complexity and responsibilities. A total of 80% of employees are categorized as overload and 20% as underload, indicating uneven work distribution. The optimal workforce requirement is 9 employees compared to the existing 5 employees, resulting in a shortage of 4 employees. The results of this study can be used as a basis for determining workforce needs and evaluating task distribution.
