      Penilaian Risiko Third Party Damage untuk Pengambilan Keputusan Patroli Pipa Gas PT XYZ Wilayah Jawa Barat

      Abstract
      Perusahaan minyak dan gas perlu menentukan strategi patroli yang meyesuaikan risiko pipa untuk menekan risiko third party damage. Penelitian dilakukan untuk mengetahui tingkat risiko pipa penyalur dan patroli pipa optimal yang sesuai risiko terebut. Penelitian dilakukan pada bulan Januari – Juli 2025 di kantor pusat PT XYZ dan berfokus dalam penilaian risiko pipa penyalur sejauh ±1200 km sebagai acuan pengambilan keputusan perbaikan sistem patroli PT XYZ Wilayah Operasi Jawa Barat. Penilaian risiko menggunakan metode skoring berdasarkan hasil perkalian kemungkinan kegagalan dengan konsekuensi. Penilaian risiko mengacu pada pedoman berstandar internasional dari API dan ISO. Data pipa penyalur Wilayah Operasi Jawa Barat diambil sebagai sampel dengan teknik purposive sampling. Hasil menunjukkan sebagian besar pipa penyalur berada pada tingkat risiko medium high yaitu 55% dari total seluruh bentangan pipa penyalur. Patroli pipa berdasarkan tingkat risiko direkomendasikan dengan memelihara standar operasional yang sudah ada untuk pipa dengan risiko rendah dan menambah frekuensi patroli serta edukasi publik untuk pipa dengan risiko tinggi.
       
      Oil and gas companies need to establish pipeline patrol strategies that are tailored to pipeline risks to reduce thir party damage risk. This study was conducted to assess the risk level of transmission pipelines and to determine the optimal pipeline patrol strategy corresponding to those risks. This study was conducted on January to July 2025 at PT XYZ head office and focused on risk assessment of a ±1200 km transmission pipeline to improve the patrol system of PT XYZ in the West Java Operation Area. The risk assessment applied a scoring method based on the product of failure likelihood and consequence. The assessment referred to internationally recognized standards, including API and ISO 31000. Samples were selected purposively from West Java Operation Area pipelines database. The results show that the majority of pipelines are at medium-high risk which is 55% of the total pipeline length. Risk-based pipeline patrols recommended by maintaining existing operational standards for low-risk pipelines and increasing patrol frequency and public education for high-risk pipelines.
