      Analisis dan Perancangan Struktur dan Skala Upah untuk Usaha Kecil Sektor Makanan dan Minuman di Kabupaten Bandung Barat

      Abstract
      Pemulihan ekonomi pasca COVID-19 berdampak baik ditandai dengan kestabilan inflasi dan meningkatnya perkonomian Indonesia, hal tersebut ditopang oleh kontribusi UMKM pada PDB dan penyerapan tenaga kerja. Permenaker No. 1 tahun 2017 mewajibkan semua pengusaha untuk membuat Struktur dan Skala Upah (SSU). Penelitian ini bertujuan untuk mengidentifikasi sistem kompensasi, menganalisis keadilan internal dan eksternal, menyusun SSU ideal untuk usaha kecil sektor makanan dan minuman di Kabupaten Bandung Barat. Penelitian dilakukan pada bulan Januari-Juli 2024, dengan sampel 9 Usaha Kecil Kabupaten Bandung Barat. Jenis data meliputi data primer (wawancara dan kuesioner) dan sekunder dari website BPS Kabupaten Bandung Barat dan literatur yang relevan lainnya. Metode yang digunakan dengan analisis statistik deskriptif, survey gaji, pemetaan gaji, dan metode dua titik. Hasil penelitian menunjukkan UKB4 memberikan kompensasi tertinggi sebesar 78% dari keseluruhan critical positions dan 67% sudah di atas UMP Jawa Barat.
       
      The post-COVID-19 economic recovery in Indonesia has shown positive impact, marked by stable inflation and economic growth, has been bolstered by MSMEs’s contributions to GDP and employment. Minister of Manpower Regulation No. 1 of 2017 requires all employers to establish a Wage Structure and Scale (SSU). This study, conducted from January to July 2024 with 9 small food and beverage enterprises in West Bandung Regency, aims to identify compensation systems, assess internal and external equity, and design an ideal SSU. Using descriptive statistics, salary surveys, and the two-point method, findings reveal that UKB4 provides the highest compensation, covering 78% of critical positions, with 67% above West Java’s minimum wage.
