dc.description.abstractIndonesia is an agrarian and maritime country. This is because Indonesia has a variety of agricultural and fisheries diversity. One commodity of fisheries that has the potential yield commodities is a freshwater ornamental fish. One of the provinces which became centers of freshwater ornamental fish producers are West Java Province. Bogor Regency is one of regencies in West Java Province who launched the freshwater ornamental fish as one of the leading fishery commodity in the One Village One Product Program (OVOP). However, there are many problems between the freshwater ornamental fish business units in the District of Cibinong. One way to solve this problem is to develop agribusiness paradigm. With the increased role of local governments through a system of regional autonomy, the Animal Husbandry and Fishery Service (Disnakkan) have a role and responsibility to solve these problems. Disnakkan requires a strategy that was formulated based on internal factors and external factors. This study aimed to identify factors internal and external and chose the right strategy to Disnakkan in developing agribusiness system of freshwater ornamental fish in Cibinong District. This study uses analysis of internal and external condition for analyzing the internal factors and external. SWOT Analysis is used to generate alternatives strategies.en
