STRATEGI OPTIMALISASI KEMITRAAN DALAM SATUAN PELAYANAN PEMENUHAN GIZI (SPPG) PADA PROGRAM MAKAN BERGIZI GRATIS

Abstract

The Free Nutritious Meal Program (MBG) requires effective partnerships among stakeholders to ensure the continuity of food procurement and program implementation. Purpose: This study aimed to analyze existing partnership conditions, identify internal and external factors affecting partnerships, and formulate and prioritize partnership optimization strategies at SPPG Katulampa 4. A qualitative approach supported by descriptive and quantitative strategic analyses was employed through interviews, observations, documentation, and questionnaires involving key stakeholders. Data were analyzed using the Internal Factor Evaluation (IFE), External Factor Evaluation (EFE), Internal-External (IE) Matrix, SWOT Matrix, and Quantitative Strategic Planning Matrix (QSPM). The results show that partnerships at SPPG Katulampa 4 have generally operated effectively through active communication, coordination, and stakeholder commitment. The main strengths are effective communication and coordination, while the major weaknesses include the limited number of alternative suppliers and suboptimal monitoring and evaluation. Opportunities arise from government support and multi-stakeholder collaboration, whereas threats include food supply shortages, delivery delays, and price fluctuations. The SWOT analysis generated eight alternative strategies. Based on the QSPM analysis, the highest-priority strategy is to strengthen communication and coordination to support policy implementation, expand partnership networks, and improve food procurement effectiveness. Strengthening partnership governance through effective communication and coordination, supplier diversification, and improved monitoring and evaluation is essential to support more effective and sustainable food procurement and MBG Program implementation. This study provides an integrated strategic framework for partnership optimization at the operational SPPG level by combining IFE, EFE, IE Matrix, SWOT, and QSPM analyses to formulate and prioritize strategies for the implementation of the Free Nutritious Meal Program.
