dc.description.abstractTransisi energi terbarukan melalui pemanfaatan biogas dari limbah sapi perah di Desa Tarumajaya, Kabupaten Bandung, memiliki potensi besar namun menghadapi kendala keberlanjutan. Desa ini merupakan lokasi titik nol kilometer hulu Sungai Citarum sekaligus pusat program Citarum Harum dan kawasan Ecovillage. Penelitian ini bertujuan untuk menganalisis kondisi eksisting praktik Pembangkit Listrik Tenaga Biogas (PLTBio), mengidentifikasi fenomena involusi dalam penerapan green business, serta merumuskan strategi pengembangannya. Penelitian menggunakan pendekatan kualitatif etnografis dengan desain studi kasus di Kampung Ranca. Pengumpulan data dilakukan melalui wawancara mendalam (skala etik hingga emik), observasi, dan studi dokumentasi. Analisis data mencakup pemetaan empiris (Rich Pictures dan Life Cycle Inventory), simulasi potensi teknis (Renergon RSD®), diagnosis masalah (Fishbone Diagram), serta evaluasi kapasitas kelompok (Climate Village Initiatives). Hasil penelitian menunjukkan kesenjangan tajam antara potensi teknis dan realisasi empiris. Secara potensi, 33 ton limbah kotoran sapi per hari dari 1.100 ekor sapi mampu menghasilkan 504.000 "m" ^3 biogas/tahun untuk 420 rumah tangga, listrik 1.915.200 kWh/tahun, 11.760 ton bio-slurry, serta reduksi emisi 1.200,58 ton ?"CO" ?_2/tahun. Namun, dari 41 unit biodigester yang dibangun pada periode 2016–2018, saat ini tersisa kurang dari 10 unit yang aktif, dengan tingkat penyerapan limbah hanya 1,8%. Kondisi ini mengonfirmasi terjadinya involusi green business ("kompleksitas tanpa kemajuan struktural") yang dipicu oleh ketergantungan hibah 100%, hilangnya pendampingan teknis pasca-konstruksi, fenomena free-rider pada pengelolaan komunal, terputusnya rantai pemasaran bio-slurry, dan dampak wabah Penyakit Mulut dan Kuku (PMK). Strategi penguatan berbasis Community-Based Enterprise (CBE) dan kolaborasi Penta Helix dirumuskan untuk mentransformasi bisnis biogas agar mandiri dan berkelanjutan.

Located at the source of the Citarum River, the village serves as a center for the Citarum Harum and Ecovillage programs. This study analyzes the existing conditions of Biogas Power Plant (PLTBio) practices, identifies green business involution phenomena, and formulates sustainable development. Using a qualitative ethnographic case study in Ranca Hamlet, data were collected through in-depth interviews (etic to emic scales), observations, and documentary reviews. Analysis methods included empirical mapping (Rich Pictures and LCI), technical potential simulation (Renergon RSD®), root-cause analysis (Fishbone Diagram), and capacity evaluation (Climate Village Initiatives). The findings reveal a significant gap between technical potential and field reality. Technically, 33 tons of daily manure from 1,100 cattle could produce 504,000 "m" ^3 of biogas/year for 420 households, 1,915,200 kWh of electricity/year, 11,760 tons of bio-slurry, and reduce 1,200.58 tons of ?"CO" ?_2/year. However, out of 41 biodigester units built in 2016–2018, fewer than 10 remain active, with actual waste absorption at only 1.8%. This reflects a green business involution ("complexity without structural progress"), driven by 100% grant reliance, lack of post-construction technical support, free-rider issues in communal management, broken bio-slurry marketing chains, and FMD outbreak shocks. A strategy based on Community-Based Enterprise (CBE) and Penta Helix collaboration is proposed to establish an independent and sustainable biogas enterprise
