      REGULASI PANGAN OLAHAN SIAP SAJI DI INDONESIA, FILIPINA, SINGAPURA, INGGRIS, DAN AMERIKA SERIKAT: TINJAUAN LITERATUR

      Abstract
      Pangan merupakan hak asasi manusia yang fundamental. Berdasarkan Peraturan Pemerintah Republik Indonesia Nomor 1 Tahun 2026, pangan diklasifikasikan menjadi pangan segar, pangan olahan, dan pangan olahan siap saji (PSS). Perubahan pola konsumsi, khususnya di wilayah perkotaan, telah meningkatkan permintaan terhadap PSS. Data dari Badan Pusat Statistik menunjukkan bahwa proporsi pengeluaran rumah tangga untuk PSS meningkat dari 25,9% pada tahun 2013 menjadi 34% pada tahun 2019. PSS rentan terhadap kontaminasi bakteri sehingga dapat menimbulkan risiko bagi kesehatan masyarakat. Kejadian Luar Biasa Keracunan Pangan (KLB-KP) juga dilaporkan berkaitan dengan konsumsi PSS, termasuk kejadian yang terkait dengan nasi padang di Indonesia. Kejadian lainnya meliputi KLB-KP yang disebabkan oleh S. aureus dari semur daging pada suatu festival di Filipina, infeksi Streptococcus Grup B yang terkait dengan konsumsi yusheng di Singapura, wabah Escherichia coli penghasil toksin Shiga yang terkait dengan semangka potong di Inggris, serta KLB-KP yang disebabkan oleh L. monocytogenes dari salad kemasan di Amerika Serikat yang berujung pada penarikan produk. World Health Organization (WHO) memperkirakan bahwa sekitar 866 juta orang mengalami sakit dan 1,52 juta orang meninggal setiap tahun akibat konsumsi pangan yang tidak aman. Mengingat kejadian yang berkaitan dengan ketidakamanan PSS masih terus terjadi di berbagai negara, diperlukan kajian regulasi untuk mengidentifikasi dan membandingkan regulasi PSS antarnegara. Penelitian ini membandingkan regulasi PSS di Indonesia, Filipina, Singapura, Inggris, dan Amerika Serikat. Tinjauan deskriptif menunjukkan adanya persamaan dan perbedaan regulasi PSS pada empat aspek yang dikaji, yaitu definisi, klasifikasi, kelembagaan, serta keamanan dan mutu. Pada aspek definisi, seluruh negara mengakui bahwa PSS dapat dikonsumsi secara langsung tanpa melalui proses pengolahan lebih lanjut. Namun, Indonesia lebih menekankan konteks usaha, sedangkan Singapura, Inggris, dan Amerika Serikat lebih menekankan risiko mikrobiologis, sementara Filipina belum memiliki definisi resmi PSS. Pada aspek klasifikasi, Inggris dan Amerika Serikat mengacu pada Codex berdasarkan kemampuan PSS dalam mendukung pertumbuhan L. monocytogenes. Singapura tidak menetapkan klasifikasi PSS secara eksplisit, tetapi mengidentifikasi PSS berisiko tinggi berdasarkan kriteria teknis, sedangkan Indonesia mengelompokkan PSS berdasarkan jenis usaha. Pada aspek kelembagaan, sistem pengawasan di negara-negara terpilih bervariasi dari single agency (Singapura), integrated agency (Inggris), dual agency (Amerika Serikat), hingga multiple agency (Indonesia dan Filipina). Pada aspek keamanan dan mutu, seluruh negara menetapkan persyaratan mikrobiologis untuk Salmonella, L. monocytogenes, E. coli, dan S. aureus, sedangkan Indonesia juga menerapkan zero tolerance terhadap kontaminan kimia.
       
      Food is a fundamental human right. Under Government Regulation of the Republic of Indonesia No. 1 of 2026, food is classified into fresh food, processed food, and ready-to-eat food (RTE). Changes in consumption patterns, particularly in urban areas, have increased the demand for RTE foods. Data from Central Bureau of Statistics indicate that the proportion of household expenditure on RTE foods increased from 25.9% in 2013 to 34% in 2019. RTE foods are susceptible to contamination by bacteria, thereby posing risks to public health. Foodborne disease outbreak was associated with nasi padang. Other incidents include a foodborne disease outbreak caused by S. aureus from beef stew at a festival in the Philippines, Streptococcus Group B infection associated with the consumption of yusheng in Singapore, an outbreak of Shiga toxin-producing E. coli associated with fresh cut watermelon in UK, and a foodborne disease outbreak caused by L. monocytogenes from packaged salad in the United States, which resulted in a product recall. The World Health Organization estimates that approximately 866 million people become ill and 1.52 million die each year as a result of consuming unsafe food. Given that incidents related to unsafe RTE foods continue to occur repeatedly across countries, a regulatory review is important to identify and compare RTE food regulations across countries. This study compared RTE food regulations in Indonesia, the Philippines, Singapore, the United Kingdom and the United States. The descriptive review showed that overall the study conducted on RTE food regulations in the selected countries shows that there are similarities as well as differences in the four aspects studied. In the definition aspect, all countries agree that RTE food can be consumed directly without having to carry out further processing stages, however in Indonesia it places more emphasis on the business context, while Singapore, England and the US emphasize microbiological risks, while the Philippines does not yet have an official definition of RTE food. In the classification aspect, the UK and the US refer to the Codex on the basis of RTE foods ability to support the growth of L. monocytogenes, Singapore does not specify an explicit RTE food classification, but high-risk RTE food is technically identified, while Indonesia groups RTE food based on type of business. Regarding the institutional aspect, the supervisory systems of the selected countries vary from single agency (Singapore), integrated agency (UK), dual agency (US), to multiple agency (Indonesia and the Philippines). In terms of safety and quality, all selected countries prioritize limits for Salmonella, L. monocytogenes, E. coli, and S. aureus, with Indonesia as a country that implements zero tolerance for chemical contaminants.
