The Ciliwung river basin is one of 108 critical watersheds prioritized for restoration due to overexploitation and weak governance. Communities are key actors in Ciliwung river basin governance, serving as grassroots movements uniting individuals toward common goals. This study aims to identify governance elements of the Ciliwung Watershed managed by communities, analyze sustainability status and its sensitive attributes, and formulate governance development strategies. A mixed-method approach was employed, comprising structured interviews with 30 board members of Komunitas Peduli Ciliwung (KPC) Bogor and KPC Jakarta, analyzed using Multi-Dimensional Scaling (Rapfish), and in-depth interviews and field observations. Sustainability status was assessed across five dimensions: ecology, economy, social, policy-institutional, and technology. Results showed sustainability indices of 58.08 for KPC Bogor and 53.70 for KPC Jakarta, both fairly sustainable, with one sensitive attributes identified per dimension in both communities. Of the five governance elements; policy, institutional arrangements, work procedures, tools, and information systems, both communities had fulfilled only the latter two. Development strategies include strengthening cooperation with local government, developing additional income sources, strengthening economic partnerships, increasing outreach frequency, and improving equipment quality and completeness.
