Islamic Microfinance Institutions (IMFIs) had strategic potential to support the fisheries sector through Sharia-based financing schemes. However, their role had not yet been optimized in improving the welfare of traditional fishermen in Cirebon City. This study aims to analyze the condition and role of IMFIs, identified strategic factors, and formulated empowerment strategies to support the implementation of the blue economy concept. The method employed was the Analytical Hierarchy Process (AHP) with a SWOT approach, using in-depth interviews and questionnaire distribution. The results indicate that the opportunity aspect was the top priority, followed by threats, strengths, and weaknesses. The priority strategies identified included strengthening mentoring models based on joint business groups, enhancing human resource capacity and supervision of IMFIs, and developing financing schemes that were adaptive to the characteristics of fishermen’s businesses. The implications of this study highlighted the importance of strengthening synergy among IMFIs, the government, and fishermen groups in developing financing schemes that were integrated with business assistance.
