Strategi Pengembangan Bisnis Konsultan Perkebunan Kelapa Sawit PT Intan Internasional
Abstract
Industri kelapa sawit merupakan sektor strategis dalam perekonomian Indonesia, ditandai oleh tingginya kontribusi terhadap ekspor dan aktivitas ekonomi perkebunan. Pada tahun 2023, luas areal perkebunan kelapa sawit nasional mencapai sekitar 15,93 juta hektare, dengan produksi Crude Palm Oil (CPO) sekitar 47,08 juta ton. Namun, industri ini juga menghadapi berbagai tantangan seperti kesenjangan produktivitas, masalah legalitas lahan, rendahnya adopsi teknologi, konflik sosial dan lingkungan, serta meningkatnya tuntutan sertifikasi keberlanjutan. Kondisi ini mendorong kebutuhan konsultan perkebunan kelapa sawit untuk membantu perusahaan meningkatkan produktivitas dan efisiensi, memperkuat tata kelola, serta memastikan kepatuhan terhadap standar teknis dan keberlanjutan. PT Intan Internasional berdiri pada 2013 dan telah melayani klien di berbagai wilayah Indonesia. Akan tetapi, pada periode 2016–2024, perusahaan mengalami penurunan kinerja bisnis yang tercermin dari berkurangnya jumlah klien, penurunan luas kebun yang dilayani, serta penurunan jumlah pabrik kelapa sawit (PKS) yang menjadi objek layanan. Penurunan ini menunjukkan kebutuhan untuk merumuskan strategi pengembangan bisnis agar perusahaan tetap relevan dan kompetitif di tengah dinamika persaingan jasa konsultansi.
Penelitian ini bertujuan untuk menganalisis kondisi lingkungan perusahaan dari sisi internal dan eksternal, merumuskan alternatif strategi pengembangan bisnis, serta menentukan strategi prioritas yang paling layak diterapkan. Penelitian dilaksanakan di Jakarta Barat dari September 2025 sampai dengan Februari 2026. Pengumpulan data dilakukan melalui wawancara mendalam, observasi, kuesioner, studi pustaka, serta telaah dokumen perusahaan. Untuk narasumber yang digunakan sejumlah 15 orang yang terdiri dari 4 orang pakar internal dan 11 orang pakar eksternal. Analisis data dilakukan menggunakan kerangka formulasi strategi melalui tiga tahap, yaitu tahap input, tahap pencocokan, dan tahap pengambilan keputusan. Alat analisis yang digunakan meliputi PESTEL, Porter’s Five Forces, Value Chain Analysis, VRIO, matriks EFE, matriks IFE, matriks IE, SWOT/TOWS, dan Quantitative Strategic Planning Matrix (QSPM).
Hasil analisis menunjukkan lingkungan eksternal perusahaan tergolong kuat, sehingga masih terdapat peluang untuk bertumbuh. Peluang utama bersumber dari kredibilitas dan rekam jejak perusahaan, perkembangan transformasi Kelapa Sawit 4.0 (termasuk pemanfaatan IoT), serta adanya regulasi kompetensi yang mempertegas kebutuhan kualifikasi layanan. Selain itu, kemajuan teknologi pendukung seperti penggunaan drone untuk survei dan pemetaan membuka peluang pengembangan layanan yang lebih presisi dan berbasis data. Meskipun, perusahaan menghadapi ancaman berupa persepsi bahwa jasa konsultasi merupakan biaya diskresioner, kompetisi dari lembaga riset nasional maupun internasional, meningkatnya kapabilitas riset internal perusahaan perkebunan besar, daya tawar klien korporasi yang tinggi, serta penegakan sanksi terkait kawasan hutan.
Hasil analisis internal perusahaan berada pada kategori cukup/menengah. Perusahaan memiliki kekuatan utama seperti kemampuan melakukan pedampingan perubahan organisasi klien, kapabilitas melakukan layanan pengelolaan kebun dan PKS, memiliki tim multidisiplin, serta kemampuan mengembangkan teknologi dan metodologi internal untuk mendukung peningkatan produktivitas. Namun, disisi lain ditemukan beberapa kelemahan perusahaan yaitu pada aspek pemasaran jasa yang belum optimal yaitu hanya memasarkan melalui website dan personal branding tidak aktif memasarkan produk jasa melalui media sosial, penggunaan kapabilitas pembangunan blok Best Management Practices (BMP) sebagai benchmark keberhasilan jasa layanan konsultan belum optimal digunakan untuk pemasaran, proses pengembangan produk jasa yang relatif memakan waktu, pemanfaatan jejaring asosiasi industri untuk pemasaran yang belum maksimal, serta kelemahan pelayanan jasa untuk menangani klien skema multiyear yang terbatas sesuai kebutuhan klien dan sesuai kesiapan jumlah tenaga konsultan.
Berdasarkan perumusan strategi, arah pengembangan bisnis yang direkomendasikan adalah grow and build melalui penetrasi pasar, pengembangan pasar, dan pengembangan produk. Dari hasil perumusan alternatif strategi menggunakan SWOT/TOWS diperoleh tujuh alternatif strategi pengembangan bisnis yaitu pengembangan layanan integrasi sistem berbasis teknologi Sawit 4.0, penetrasi pasar konsultansi premium melalui pendampingan implementasi perubahan, pembangunan arsitektur pemasaran business-to-business (B2B), optimalisasi jejaring asosiasi untuk kontrak multiyears, diferensiasi layanan audit efisiensi, penyediaan jasa pemetaan konflik dan kepatuhan regulasi, serta restrukturisasi model bisnis melalui kolaborasi strategis.
Hasil analisis QSPM diperoleh strategi prioritas utama yaitu :pengembangan layanan integrasi sistem Kelapa Sawit 4.0 berbasis kredibilitas portofolio empiris. Strategi ini menekankan integrasi layanan secara menyeluruh dari aspek kebun kelapa sawit hingga PKS, termasuk integrasi teknologi digital, penguatan organisasi, serta tata kelola dan keberlanjutan. Prioritas berikutnya adalah penetrasi pasar jasa konsultansi premium melalui jasa pendampingan implementasi perubahan organisasi, serta strategi perancangan arsitektur pemasaran B2B berbasis inovasi teknologi dan rekam jejak historis.
Implikasi manajerial penelitian menunjukkan bahwa perusahaan perlu melakukan transformasi dari sekadar penyedia rekomendasi teknis menjadi integrator sistem yang mampu menghubungkan kebutuhan klien secara komprehensif: aspek operasional, kapabilitas sumber daya manusia, adopsi teknologi, serta keberlanjutan. Perusahaan juga perlu memperkuat strategi pemasaran B2B, mengoptimalkan jejaring industri, meningkatkan kapabilitas SDM di bidang teknologi digital, serta membangun The palm oil industry is a strategic sector in the Indonesian economy, as reflected in its substantial contribution to exports and plantation-based economic activities. In 2023, the total area of oil palm plantations in Indonesia reached approximately 15.93 million hectares, with Crude Palm Oil (CPO) production amounting to around 47.08 million tons. However, the industry faced various challenges, including productivity gaps, land legality issues, low levels of technology adoption, social and environmental conflicts, and increasing demands for sustainability certification. These conditions created a growing need for oil palm plantation consultants to assist companies in improving productivity and efficiency, strengthening governance, and ensuring compliance with technical and sustainability standards.
PT Intan Internasional was established in 2013 and had served clients across various regions in Indonesia. However, during the 2016–2024 period, the company experienced a decline in business performance, as indicated by a decrease in the number of clients, a reduction in the plantation area served, and a decline in the number of palm oil mills covered by its consulting services. This declining performance indicated the need to formulate a business development strategy that would enable the company to remain relevant and competitive amid the dynamic competition in the consulting services industry.
This study aimed to analyze the company’s internal and external environmental conditions, formulate alternative business development strategies, and determine the most feasible priority strategy to be implemented. The research was conducted in West Jakarta from September 2025 to February 2026. Data were collected through in-depth interviews, observation, questionnaires, literature review, and examination of company documents. The respondents consisted of 15 individuals, comprising four internal respondents and eleven external respondents. Data analysis was carried out using a strategy formulation framework consisting of three stages: the input stage, the matching stage, and the decision stage. The analytical tools used in this study included PESTEL analysis, Porter’s Five Forces, Value Chain Analysis, VRIO analysis, the External Factor Evaluation (EFE) matrix, the Internal Factor Evaluation (IFE) matrix, the Internal–External (IE) matrix, SWOT/TOWS analysis, and the Quantitative Strategic Planning Matrix (QSPM).
The results showed that the company’s external environment was relatively strong, indicating that opportunities for growth were still available. The main opportunities were derived from the company’s credibility and track record, the development of the Oil Palm 4.0 transformation, including the adoption of Internet of Things (IoT) technologies, and the existence of competency regulations that reinforced the need for qualified consulting services. In addition, technological advancements, such as the use of drones for surveying and mapping, provided opportunities to develop more precise and data-driven services. Nevertheless, the company also faced several threats, including the perception that consulting services were discretionary costs, competition from national and international research institutions, the increasing internal research capabilities of large plantation companies, the strong bargaining power of corporate clients, and the enforcement of sanctions related to forest area regulations.
The internal analysis indicated that the company was in a moderate position. PT Intan Internasional possessed several key strengths, including its capability to assist clients in organizational change, its ability to provide plantation and palm oil mill management services, its multidisciplinary team, and its capacity to develop internal technologies and methodologies to support productivity improvement. However, several weaknesses were also identified, particularly in service marketing. The company’s marketing activities remained suboptimal, as they relied mainly on the company website, while personal branding and social media promotion had not been actively utilized. Furthermore, the company had not optimally leveraged its capability in developing Best Management Practices (BMP) blocks as a benchmark for demonstrating the success of its consulting services. Other weaknesses included the relatively lengthy process of developing service products, the limited use of industry association networks for marketing purposes, and limited service capacity in handling multi-year client schemes in accordance with client needs and the availability of consulting personnel.
Based on the strategy formulation results, the recommended business development direction was a grow and build strategy through market penetration, market development, and product development. The SWOT/TOWS analysis generated seven alternative business development strategies, namely: the development of technology-based Oil Palm 4.0 system integration services; premium consulting market penetration through change facilitation; the development of a business-to-business (B2B) marketing architecture; optimization of association networks for multi-year contracts; differentiation of efficiency audit services; provision of conflict mapping and regulatory compliance services; and business model restructuring through strategic collaboration.
The QSPM analysis identified the main priority strategy as the development of Oil Palm 4.0 system integration services based on the credibility of an empirical portfolio. This strategy emphasized comprehensive service integration, covering oil palm plantation and palm oil mill aspects, including digital technology integration, organizational strengthening, governance, and sustainability. The next strategic priorities were premium consulting market penetration through organizational change facilitation and the design of a B2B marketing architecture based on technological innovation and historical track record.
The managerial implications of this study indicated that PT Intan Internasional needed to transform from merely a provider of technical recommendations into a system integrator capable of comprehensively addressing client needs, including operational aspects, human resource capabilities, technology adoption, and sustainability. The company also needed to strengthen its B2B marketing strategy, optimize industry networks, improve human resource capabilities in digital technology, and establish strategic partnerships to enhance its competitiveness and long-term business sustainability.
