Indonesia's Technically Specified Natural Rubber (TSNR) exports showed a declining trend during 2021–2024 despite Indonesia being one of the world's leading natural rubber producers and exporters. This study aims to analyze the development of Indonesia's TSNR export volume before, during, and after the implementation of the Agreed Export Tonnage Scheme (AETS) and to examine the impact of AETS while controlling for international market and domestic supply factors. The study employs panel data covering the ten largest TSNR importing countries during 2000–2024 and applies descriptive analysis and panel data regression. The results show that TSNR export volume did not exhibit a consistent pattern across AETS implementation periods. Destination-country GDP and export price (unit value) are the most consistent determinants of Indonesia's TSNR export volume, whereas natural rubber production and AETS implementation have no significant effect. Therefore, export policies should prioritize market expansion, diversification of export destinations, and strengthening Indonesia's export competitiveness in international markets.
