      Pemodelan Sistem Dinamik untuk Perancangan Sistem Pengadaan Jagung pada Industri Pakan Ternak Unggas di Kabupaten Belu

      Abstract
      Studi ini bertujuan untuk merancang model strategis pengadaan jagung sebagai bahan baku utama untuk industri pakan ternak unggas yang baru didirikan di Kabupaten Belu. Berdasarkan hasil analisis karakteristik regional dan kondisi industri, industri ini akan menghadapi tantangan kompleks seperti fluktuasi musim tanam jagung, fluktuasi harga, dan kapasitas gudang yang terbatas. Untuk memodelkan isu-isu kompleks ini, studi ini menggunakan pendekatan sistem dinamis untuk memodelkan dan mensimulasikan sistem pengadaan jagung untuk industri ini. Model tersebut dibangun berdasarkan data primer dan data sekunder, yang kemudian dikonseptualisasikan dalam Causal Loop Diagram dan diformulasikan menjadi Stock and Flow Diagram menggunakan perangkat lunak Vensim PLE. Model tersebut telah diverifikasi dan divalidasi dengan nilai Mean Absolute Percentage Error (MAPE) di bawah 10%. Hasil validasi struktur yang dilakukan dengan pemangku kepentingan melalui validasi wajah menunjukkan bahwa model tersebut memiliki struktur yang logis dan sesuai dengan situasi sebenarnya. Tiga skenario disimulasikan selama periode 36 bulan, yaitu Model Dasar di mana skenario ini melibatkan petani dan distributor sebagai pemasok jagung, Skenario 1 adalah skenario yang melibatkan intervensi kebijakan pemerintah sebagai penstabil harga dan penyangga jagung, dan Skenario 2 adalah skenario yang hanya melibatkan petani sebagai aktor utama penyedia jagung, dan pengadaan dilakukan secara massal mengikuti periode panen. Hasil simulasi menunjukkan bahwa Skenario 1 memberikan hasil yang paling optimal karena mampu menstabilkan biaya pasokan dan pengadaan, serta menawarkan kepastian harga bagi semua pelaku.
       
      This study aims to design a strategic model for corn procurement as the main raw material for the newly established poultry feed industry in Belu Regency. Based on the results of an analysis of regional characteristics and industry conditions, the industry will face complex challenges such as fluctuating corn planting seasons, price fluctuations, and limited warehouse capacity. To model these complex issues, this study used a dynamic systems approach to model and simulate the corn procurement system for this industry. The model was built based on primary data and secondary data, which were then conceptualized in a Causal Loop Diagram and formulated into a Stock and Flow Diagram using Vensim PLE software. The model has been verified and validated with a Mean Absolute Percentage Error (MAPE) value below 10%. The results of the structure validation conducted with stakeholders through face validation indicate that the model has a logical structure and is in line with the actual situation. Three scenarios were simulated over a 36-month period, namely the Base Model in which this scenario involves farmers and distributors as corn suppliers, Scenario I is a scenario involving government policy intervention as a price stabilizer and corn buffer, and Scenario II is a scenario that only involves farmers as the main actors providing corn, and procurement is carried out en masse following the harvest period. The simulation results show that Scenario I provides the most optimal results because it is able to stabilize supply and procurement costs, as well as offer price certainty for all actors.
