      PENGARUH MITIGASI PERUBAHAN IKLIM TERHADAP INFLASI HARGA PANGAN DI KAWASAN ASIA TENGGARA

      Abstract
      Mitigasi perubahan iklim di sektor pertanian berpotensi menimbulkan trade-off dengan stabilitas harga pangan, terutama di Asia Tenggara yang rentan akibat besarnya kontribusi pertanian terhadap perekonomian dan posisinya sebagai pemasok utama pangan dunia. Penelitian ini menganalisis pengaruh tiga dimensi mitigasi, yaitu inefisiensi nitrogen, produktivitas air, dan konsumsi energi terbarukan, terhadap inflasi harga pangan di sembilan negara Asia Tenggara periode 2007-2021, menggunakan pendekatan CS-ARDL ECM pada estimasi agregat, negara menengah bawah, dan menengah atas. Hasil menunjukkan kecepatan koreksi keseimbangan yang sangat tinggi pada ketiga kelompok. Produktivitas air menekan inflasi harga pangan secara konsisten dalam jangka panjang, sedangkan inefisiensi nitrogen mendorong inflasi dalam jangka panjang, terutama pada negara menengah atas. Konsumsi energi terbarukan tidak terbukti signifikan. Kebijakan mitigasi perlu dirancang berbeda menurut dimensi dan tingkat pendapatan negara, dengan produktivitas air sebagai prioritas utama.
       
      Climate change mitigation in the agricultural sector have the potential to create trade-offs with food price stability, particularly in Southeast Asia, which is vulnerable due to agriculture’s significant contribution to the economy and the region’s position as a major global food supplier. This study analyzes the impact of three dimensions of mitigation nitrogen inefficiency, water productivity, and renewable energy consumption on food price inflation in nine Southeast Asian countries from 2007 to 2021, using the CS-ARDL ECM approach for aggregate, lower-middle-income, and upper-middle-income country estimates. The results show a very high equilibrium adjustment rate across all three groups. Water productivity consistently reduces food inflation in the long run, while nitrogen inefficiency drives inflation in the long run, particularly in upper-middle-income countries. Renewable energy consumption was not found to be significant. Mitigation policies need to be tailored according to these dimensions and a country’s income level, with water productivity as the top priority.
