      Efisiensi Teknis dan Daya Saing Usahatani Tebu di Lampung

      Abstract
      Indonesia sampai saat ini masih menghadapi defisit produksi gula yang mendorong ketergantungan pada impor. Lampung sebagai sentra produksi tebu terbesar di luar Jawa mencatat pertumbuhan produksi dibawah Jawa Timur. Penelitian ini bertujuan menganalisis efisiensi teknis usahatani tebu di Lampung menggunakan Data Envelopment Analysis (DEA), faktor-faktor yang memengaruhi efisiensi teknis usahatani tebu di Lampung menggunakan regresi Tobit, serta daya saing usahatani tebu di Lampung berdasarkan tingkat efisiensi teknis menggunakan Policy Analysis Matrix (PAM). Data yang digunakan berasal dari Survei Usaha Rumah Tangga Tanaman Perkebunan 2014. Hasil menunjukan usahatani tebu di Lampung belum efisiensi secara teknis dan potensi untuk peningkatan output melalui optimalisasi input yang digunakan. Variabel keanggotaan kelompok tani pada faktor-faktor yang mempengaruhi efisiensi teknis memiliki pengaruh yang signifikan negatif mengindikasikan bahwa adanya pola administratif sehingga transfer pengetahuan belum efektif. Hasil analisis pada daya saing pada seluruh kelompok efisiensi tidak memiliki keunggulan komparatif, sedangkan keunggulan kompetitif hanya dimiliki oleh 2 kelompok efisiensi. Peningkatan efisiensi teknis tidak selalu memberikan pola daya saing yang lebih baik karena daya saing lebih ditentukan oleh struktur biaya domestik, produktivitas, dan kebijakan harga. Temuan ini menunjukan bahwa usahatani tebu di Lampung masih bergantung pada subsidi pemerintah sehingga diperlukan reformasi kebijakan disertai peningkatan produktivitas untuk membangun daya saing yang berkelanjutan.
       
      Indonesia continues to face a sugar production deficit, leading to a persistent reliance on imports. Lampung, as the largest sugarcane-producing region outside Java, has experienced a lower production growth rate compared to East Java. This study aims to analyze the technical efficiency of sugarcane farming in Lampung using Data Envelopment Analysis (DEA), identify the factors affecting technical efficiency through Tobit regression, and assess the competitiveness of sugarcane farming based on technical efficiency levels using the Policy Analysis Matrix (PAM). The study utilizes data from the 2014 Plantation Household Survey (SURTP). The results indicate that there is still considerable potential to increase output through the optimization of input utilization. Among the determinants of technical efficiency, membership in farmer groups has a significant negative effect, suggesting the presence of administrative-oriented participation patterns that limit effective knowledge transfer. The competitiveness analysis reveals that none of the efficiency groups possess a comparative advantage, while only two efficiency groups demonstrate a competitive advantage. Furthermore, higher technical efficiency does not necessarily lead to better competitiveness, as competitiveness is more strongly influenced by domestic cost structures, productivity levels, and price policies. These findings suggest that sugarcane farming in Lampung remains dependent on government support and subsidies. Therefore, policy reforms accompanied by productivity enhancement efforts are required to establish sustainable competitiveness in the sugarcane sector.
