      Abstract

The economic empowerment program for female-headed households (PEKKA) in Bogor City aims to reduce the economic vulnerability of women-led households. However, evaluations from the beneficiaries’ perspective remain limited, despite their importance in ensuring program relevance, appropriateness, and sustainability. This study aims to analyze program effectiveness based on participants’ perceptions and to examine the relationship between individual characteristics and perceived effectiveness. A quantitative approach supported by qualitative data was applied, using a survey of 30 participants and in-depth interviews. Data were analyzed using Spearman rank correlation. The results indicate that the program is moderately effective, with its main strength in the alignment of training with participants’ needs. However, limitations remain in terms of sustained mentoring and the strengthening of socio-economic networks. Additionally, a positive and significant relationship was found between age and perceived program effectiveness. These findings highlight the importance of adaptive program design and stronger mentoring and networking support to enhance the sustainability of program outcomes.
