dc.description.abstractProgram Jaminan Hari Tua (JHT) merupakan salah satu instrumen utama perlindungan sosial ketenagakerjaan yang dirancang untuk menjamin kesejahteraan peserta pada masa tidak produktif. Namun dalam praktiknya, terjadi fenomena meningkatnya klaim dini JHT yang tidak sejalan dengan esensi program sebagai dana hari tua. Peserta cenderung mencairkan saldo JHT segera setelah berhenti bekerja, baik karena pengunduran diri, pemutusan hubungan kerja, maupun habis kontrak. Fenomena ini tidak hanya dipengaruhi oleh faktor administratif atau kebutuhan ekonomi semata, tetapi juga oleh faktor psikologis dan bias perilaku, yang diperkuat oleh fleksibilitas regulasi pencairan. Kondisi tersebut menimbulkan tantangan bagi keberlanjutan dana JHT dan efektivitas kebijakan jaminan sosial ketenagakerjaan di Indonesia. Berdasarkan permasalahan tersebut, penelitian ini bertujuan untuk mengidentifikasi faktor-faktor yang memengaruhi keputusan klaim JHT, menganalisis peran behavioral economics yang meliputi loss aversion, present bias, dan mental accounting dengan regulasi pemerintah sebagai variabel mediasi, serta merumuskan strategi optimalisasi mekanisme klaim JHT. Penelitian menggunakan desain mixed methods dengan pendekatan sequential explanatory. Tahap kuantitatif dilakukan melalui survei terhadap 232 peserta yang telah mencairkan JHT, baik secara langsung maupun melalui kanal daring, dan dianalisis menggunakan Structural Equation Modeling–Partial Least Squares (SEM-PLS). Tahap kualitatif dilakukan dengan melibatkan 15 pakar dan praktisi BPJS Ketenagakerjaan melalui Focus Group Discussion (FGD) dan kuesioner Analytic Hierarchy Process (AHP) untuk merumuskan serta memprioritaskan strategi kebijakan yang dapat diimplementasikan. Hasil penelitian menunjukkan bahwa ketiga faktor perilaku, yaitu loss aversion, present bias, dan mental accounting berpengaruh positif dan signifikan terhadap keputusan klaim JHT, dengan mental accounting sebagai faktor paling dominan. Regulasi pemerintah terbukti berperan sebagai variabel mediasi yang memperkuat pengaruh bias perilaku terhadap keputusan klaim. Berdasarkan hasil AHP, strategi prioritas utama dalam optimalisasi mekanisme klaim JHT adalah peningkatan literasi keuangan dan sosialisasi perubahan mindset berbasis behavioral economics, diikuti oleh reformulasi kebijakan pencairan JHT, pemberian insentif bagi peserta yang tidak mencairkan dini, penguatan layanan digital, serta monitoring dan evaluasi pasca klaim. Penelitian ini menegaskan bahwa optimalisasi JHT tidak cukup dilakukan melalui pendekatan administratif semata, tetapi memerlukan desain kebijakan berbasis pemahaman perilaku peserta serta sinergi dengan program perlindungan sosial lain, seperti Jaminan Kehilangan Pekerjaan (JKP), guna menjaga kesejahteraan peserta dan keberlanjutan dana jaminan sosial.
dc.description.abstractThe Old Age Security Program (Jaminan Hari Tua/JHT) is a fundamental component of Indonesia’s employment social security system, designed to ensure financial security for workers in their post employment years. However, in practice, a growing tendency of early JHT withdrawals has emerged, which contradicts the program’s original purpose as a long-term retirement fund. Participants often withdraw their JHT balances immediately after employment termination due to resignation, layoffs, or contract completion. This phenomenon is not solely driven by administrative convenience or short-term economic needs, but is also significantly influenced by behavioral factors and the flexibility of existing regulations. As a result, early withdrawals pose challenges to the sustainability of the JHT fund and the effectiveness of social security policy implementation. This study aims to identify the determinants of JHT withdrawal decisions, examine the role of behavioral economics specifically loss aversion, present bias, and mental accounting with government regulation as a mediating variable, and formulate strategies to optimize the JHT claim mechanism. A mixed methods research design with a sequential explanatory approach was employed. The quantitative phase involved a survey of 232 JHT claimants, both onsite and through digital channels, and was analyzed using Structural Equation Modeling–Partial Least Squares (SEM-PLS). The qualitative phase incorporated expert judgment through Focus Group Discussions (FGD) and the Analytic Hierarchy Process (AHP), involving 15 experts and practitioners from BPJS Ketenagakerjaan, to translate empirical findings into implementable strategic alternatives. The results indicate that all three behavioral factors, loss aversion, present bias, and mental accounting have a positive and significant influence on JHT withdrawal decisions, with mental accounting emerging as the most dominant factor. Government regulation was found to mediate and strengthen the relationship between behavioral biases and withdrawal behavior. Based on the AHP analysis, the top priority strategy for optimizing the JHT claim mechanism is enhancing financial literacy and behavioral based education to reshape participants’ decision-making frameworks. This is followed by policy reformulation of JHT withdrawal regulations, incentives for deferred claims, strengthening digital service delivery, and improving post claim monitoring and evaluation. Overall, the findings suggest that optimizing the JHT program requires not only administrative and regulatory adjustments but also behavioral informed policy design and integration with other social protection schemes, such as the Unemployment Insurance Program (Jaminan Kehilangan Pekerjaan/JKP), to ensure long-term participant welfare and fund sustainability.
