      Analisis Keberlanjutan dan Strategi pada Sistem Pemeliharaan Peternak Sapi Individual di Kecamatan Cikedung Kabupaten Indramayu Jawa Barat

      Abstract
      Peternak individual di Kecamatan Cikedung, Kabupaten Indramayu, memiliki potensi besar dalam mendukung penyediaan daging sapi nasional. Namun, mereka menghadapi berbagai permasalahan seperti keterbatasan teknologi, rendahnya efisiensi manajemen, akses pasar terbatas, serta minimnya dukungan kelembagaan. Kondisi ini menimbulkan tantangan terhadap keberlanjutan usaha peternakan individual. Penelitian ini bertujuan untuk menganalisis tingkat keberlanjutan sistem pemeliharaan ternak individual, mengidentifikasi faktor-faktor yang memengaruhinya, serta merumuskan strategi pengembangan yang tepat guna meningkatkan keberlanjutan. Metode yang digunakan adalah pendekatan Multidimensional Scaling (MDS) dengan model Rap-UPTS untuk menilai lima dimensi utama keberlanjutan: ekonomi, sosial- budaya, ekologi, hukum-kelembagaan, dan teknologi-infrastruktur. Analisis Leverage dan Monte Carlo digunakan untuk menguji sensitivitas dan validitas data. Selanjutnya, metode Analytic Hierarchy Process (AHP) diterapkan untuk menentukan strategi prioritas berdasarkan penilaian tenaga ahli. Responden peternak dalam hal ini sebanyak 15 orang peternak individual. Hasil penelitian menunjukkan bahwa sistem pemeliharaan ternak individual berada pada kategori kurang berkelanjutan, namun hasil menunjukan nilai stress 0,133 dan dikatakan valid karena <0,25 serta nilai ?? 2bernilai 0,95 yang berarti dikatakan baik karena mendekati 100. Dimensi hukum-kelembagaan menunjukkan kebutuhan perbaikan paling besar dengan nilai tertinggi pada analisis MDS dan pengembangan tertinggi pada analisis AHP. Strategi yang diprioritaskan adalah peningkatan sinkronisasi program pelatihan dan jadwal dinas dengan kebutuhan peternak serta pembentukan kelompok atau koperasi peternak sebagai wadah kolektif untuk memperkuat akses terhadap sumber daya, pasar, dan dukungan kelembagaan. Kesimpulannya, penguatan kelembagaan dan peningkatan kapasitas sumber daya manusia merupakan langkah strategis utama dalam mendorong keberlanjutan sistem peternakan individual. Rekomendasi ini diharapkan dapat menjadi dasar perumusan kebijakan dan program pemberdayaan peternak yang lebih efektif dan terarah
       
      Individual farmers in Cikedung Subdistrict, Indramayu Regency, have great potential in supporting national beef supply. However, they face various problems such as limited technology, low management efficiency, limited market access, and lack of institutional support. These conditions pose challenges to the sustainability of individualal livestock businesses. This study aims to analyze the level of sustainability of individual livestock rearing systems, identify factors that influence it, and formulate appropriate development strategies to improve sustainability. The methods used include a Multidimensional Scaling (MDS) approach with the Rap-UPTS model to assess five main dimensions of sustainability: economic, socio-cultural, ecological, legal-institutional, and technological-infrastructure. Leverage and Monte Carlo analysis were used to test the sensitivity and validity of the data. Furthermore, the Analytic Hierarchy Process (AHP) method was applied to determine priority strategies based on expert judgment. Respondent farmers in this case were 15 individual farmers. The results show that the individualal livestock rearing system is in the less sustainable category, but the results show a stress value of 0.133 and is said to be valid because it is <0.25 and the R2 value is 0.95 which means it is said to be good because it is close to 100. The legal-institutional dimension shows the greatest need for improvement with the highest score in the MDS analysis and the highest development in the AHP analysis. The prioritized strategy is to improve synchronization of training programs and agency schedules with farmers' needs and the formation of farmer groups or cooperatives as collective platforms to strengthen access to resources, markets and institutional support. In conclusion, institutional strengthening and human resource capacity building are key strategic steps in promoting the sustainability of individual farming systems. These recommendations are expected to be the basis for formulating more effective and targeted policies and programs to empower farmers.
