      Abstract
      Fluktuatif harga beras menjadi permasalahan di Indonesia dimana jumlah produksi dan konsumsi beras yang tidak seimbang penyebab ketidakseimbangan perekonomian masyarakat. Indonesia menjadi negara berkembang yang memiliki pendapatan per kapita rendah sehingga intervensi pemerintah mampu mengurangi ancaman kelaparan dan rawan pangan jika dilakukan dengan tepat. HET, HPP, Stabilisasi Pasokan dan Harga Pangan (SPHP) Beras dan penyaluran Bantuan Pangan menjadi beberapa kebijakan yang dilakukan pemerintah untuk menjaga stabilitas dan kepastian harga. Oleh karena itu, untuk mengetahui pengaruh kebijakan intervensi pasar terhadap volatilitas harga beras di tingkat konsumen dilakukan penelitian ini. Penelitian ini menggunakan metode analisis regresi data panel dan Coefficient of Variation (CV). Hasil penelitian yang telah dilakukan didapatkan bahwa intervensi pasar secara simultan berpenagruh signifikan terhadap volatilitas harga beras tingkat konsumen. Sedangkan pada uji t menunjukkan bahwa hanya variabel volatilitas harga beras di tingkat pedagang besar dan produsen yang berpengaruh signifikan secara parsial.       Fluctuating rice prices are a problem in Indonesia where the unbalanced amount of rice production and consumption causes an imbalance in the community's economy. Indonesia is a developing country with a low per capita income so that government intervention can reduce the threat of hunger and food insecurity if carried out properly. HET, HPP, Stabilization of Rice Food Supply and Prices (SPHP) and distribution of Food Assistance are some of the policies implemented by the government to maintain price stability and certainty. Therefore, to determine the effect of market intervention policies on rice price volatility at the consumer level, this study was conducted. This study uses the panel data regression analysis method and the Coefficient of Variation (CV). The results of the research that has been carried out found that market intervention simultaneously has a significant effect on rice price volatility at the consumer level. While the t-test shows that only the rice price volatility variable at the wholesaler and producer levels has a significant partial effect. Keywords: market intervention, rice, volatility
