| dc.description.abstract | Sea Farming as a program of empowerment that based on community development has its advantages for the community. The program focussed to fish culture of Epinephelus fuscoguttatus and it has successful descripted the empowerment grow process in fisheries community at Panggang Island. As the indicator of community empowerment, the community autonomus may based from Arnstein Participation Level (1969). The empowerment that based on community development requires that people have the capacity to define their own needs and to act to have them met. In this case, the community has successful to define their own needs in this fish culture, and they know how to solve that. | id |
