dc.description.abstractConservation area represents pillar of ecosystem stabilization that gives various protections for ecology processes and a lot of species varieties, as treasure for future that the benefit is still unknown. By now, the big potency that is had by conservation area faces serious threats therefore the area management becomes an urgent agenda. The research objective is to identify and evaluate management policy of SM Balairaja area, also formulate and give policies alternative recommendation of SM Balairaja management. The research was located in Mandau District of Bengkalis Regency at five of study villages: Pematang Pudu, Balairaja, Petani, Pinggir and Tengganau during March until September 2004. Data sources were taken by direct observation and result from researches that were part of “Baseline Study on Balairaja Conservation Area, Riau” supported by PPLH-IPB and PT Caltex Pacific Indonesia. The variety, richness and threat that were faced by vegetation and wild animal described descriptively, social culture activities were identified by FGD method (Focus Discussion Group) and deep interview, then policy alternative used AHP method (Analytical Hierarchy Process). Result showed the variety and richness rare of vegetation and wild animal in SM Balairaja area happened because of government compilation through contradictive codes, also the destructiveness activities involvement of economic social without strict law enforcement since area had been specified as wilderness area. AHP result gave the main policy of priority alternative in area management that was taken by Non government. The focus of program be on society management by management priority on social culture factor. Priority scale that was chosen showing un sensitive to preferences change of PHKA, BKSDA, PT.CPI, LSM, and Society. Beside that, research showed the stakeholders perception was different with the exist codes.id
