dc.description.abstract | The government of the Republic of Indonesia signed an MoU with the government of Malaysia on January 27, 2012 as a temporary solution to ensure the safety and treatment of the fishermen from both countries who engage in fishing operations in the overlapping claim area. The purpose of this research was to examine the effectiveness of socialization from MoU RI – Malaysia and the level of understanding from the coordinating agencies, supporting agencies and the Indonesian fishermen; describing the recommendations for solutions of the border issue to the Indonesian Government and Indonesian fishermen. The research was conducted in March to April 2014, in Jakarta and Belawan Ocean Fishing Port, North Sumatra. The method that used to determination the respondents is purposive sampling method. This research used descriptive analysis with the juridical normative and juridical empirical as analysis tools. Socialization of MoU RI – Malaysia to the fishermen is less than maximal, due to the spread of information only on the representatives of fishermen and it held in the seminars events, so there are many fishermen who have not received socialization. This occurrence is due to the limited budget of socialization that owned by Bakorkamla, Navy, PSDKP and Indonesian National Police. As a result of this condition, the implementation of the MoU in the field is less than the maximum. The effectiveness of fishermen knowledge about the MoU is about 12.5% of the scale 100%. While Bakorkamla, PSDKP, and Indonesian National Police knowledge of the MoU is 100%. Percentage of the Indonesian Navy-1 Belawan knowledge about the MoU is 80%. The fishermen level of understanding of the content of the MoU were 0% of the scale of 100%. While the level of understanding from Bakorkamla, PSDKP, and Indonesian National Police of MoU is 100% and the Indonesian Navy-1 Belawan is 80%. | en |
