Human Development Index (IPM) is a tool to measure human capacity both physical and non-physical condition. It has been avowed and used since a decade ago. In 2009, the Central Bureau of Statistics Indonesia (BPS) was used education, health and economic sectors to measure the development index in provinces level. In this research, the IPR of West Java was analyzed with regional development index using RE (Range Equalization) and WPCA (Weights by Principal Component Analysis). The classification areas that resulted by IPR RE and IPR WPCA explains the differences of regional distribution on that areas. It caused by variance of IPR WPCA is more than variance of IPR RE. The correlation test showed that IPR RE and IPM have a positive correlation.en
