Muara Gembong Sub-district is one of the northern coast Java located in Bekasi District. Muara Gembong Sub-district surrounded by the Java Sea and crossed by the Citarum river with four tributaries which end to the Java Sea. Pantai Harapan Jaya Village is the widest coastal region at Muara Gembong Sub-district which often experienced frequent tidal flood. Kampung Pondok is the worst affected area in the Pantai Harapan Jaya Village which are directly affected by tidal flood. People who live in Kampung Pondok experienced economic losses because of tidal flood. The purpose of this research were to identify perception community about the characteristics and impacts of tidal flood, to estimate economic losses by tidal flood, to identify factors that affected community’s decision to make preventive measures and to identify the adaptation strategies to minimize the impact of tidal flood. The research method that used was a case study. This research used four analysis methods, that were: (1) descriptive analysis, (2) damaged assessment method, (3) logistic regression analysis and (4) Exponential Comparison Method (ECM). The result showed that the impact of tidal flood were the disruption of daily activities and public health of the community, the decrease of income, house damage and the decreasing of housing environment condition. The total estimated of economic losses which suffered by the community of Kampung Pondok due to the tidal flood period from January to February 2013 was Rp 127.188.875. The total of prevention cost that the community Kampung Pondok issued within the last six years was Rp 22.671.570. The factors that influenced the decision of community to conduct a prevention and adaptation were the total economic losses, household income, and length of stay. There were four alternatives adaptation strategy of tidal flood based on the result of policy analysis with MPE. The alternatives were planting and maintenance mangrove, using waves breaker, develop of soil retaining wall along the river and community relocation.
