dc.description.abstractScholarship in the history of education in Indonesia has a strategic role. Particularly in the effort to fullfil the right of education for all citizens. Until now, the scholarship is still the flagship program in educational equity efforts. This is evident in the number of scholarships, whether from government, private, and Non Governmental Organization (NGO). Scholarship program that come from the private sector and NGOs have different strategi from government. The scholarship program of the private sector and NGO’s not only provide financial assistante, but also provide guidance. Utomo and Sudji (2010) found that Program Pengembangan Akademik (PPA) scholarships at Universitas Negeri Yogyakarta has not effect to student achievement. Antoni (2012) in a research to Bidik Misi recipients in Bogor Agricultural University found that the proportion of the distribution Bidik Misi Program to excellent student (58.4%) is almost equal to the proportion of the distribution Bidik Misi Program to students who do not perform (41.6%). Both of Utomo and Sudji’s result (2010) dan Antoni result (2012) show that scholarships and education assistance has no effect on student achievement. The purposes of this study are: (1) descript the individual characteristic of grantee; (2) analyze the effectiveness of the scholarship program; (3) measure the factors that influence the effectiveness of the scholarship program. The study was conducted on grantees Beastudi Etos Bogor and Jakarta as respondents. Selection Beastudi Etos due the fact that Beastudi Etos has been ten years provided scholarships with guidance and mentoring to grantees. Respondents of this study amounted to 41 people. The study was conducted in November-December 2013. The results showed that the individual characteristic of respondents are: (1) aged between 18-22 years, (2) a majority of the eldest son, (3) derived from nine provinces in Indonesia, (4) study at Bogor Agricultural University and the University of Indonesia; (5 ) enrolled in 29 courses with the majority enrolled in social science courses, (6) highly motivated to go to college, (6) have a good interaction with the academic environment, student environment, and the halls of residence. Family characteristic of the respondents are: (1) the amount of the average family of six persons, (2) the average of father's level education is senior high school, (3) the average of mother's education level is junior high school, (3) the type of work most of the fathers are self-employed (income is not fixed but is independent of the others), (4) the majority of the work mothers are housewives; (5) the average of family income Rp 1,474,000.00; (5) largest expenditures for eating; (6) has the ability to fullfil the primary needs. Effectiveness of the scholarship program in term of results show that: (1) respondents have a degree of certainty either the completion of the study, (2) academic performance of the respondents were in the good category. Factors that influence the effectiveness of the scholarship program are: (1) the motivation for the study, (2) boarding environment, and (3) the number of family members. The effectiveness of the scholarship program could be improved by: (1) an accurate portrayal of target recipients by not only considering the poverty of the family but need to see the motivation for college, (2) management of scholarships need to do intensive support to scholarship recipients. Mentoring in the case of this study is more effective than guidance because mentoring is more participatory than the top-down guidance.en
