Indonesia is a soybean importing country. Approximately 70% of Indonesian soybean consumption is fulfilled from import of soybean. There are many policies that have been promoted by Indonesian government to reduce the volume of imported soybean. One of the policies is import tariff protection. The purpose of import tariff is to protect farmers from a huge amount of imported soybean in domestic market, so the domestic soybean can compete with imported soybean. This research aimed to identify Indonesian government policies on soybean, to analyze the variable that affect the volume of imported soybean, and to analyze the tariff impact on the import volume and domestic soybean production. The analyses were conducted using descriptive analysis and simultaneous equations model. The identification of the policies to reduce the volume of imported soybean resulted the following three policies: agriculture intensification, agriculture extensification, and import tariff policies. Furthermore, the volume of imported soybean was affected by the following three variables: soybean consumption, import tariff and import volume of the preceding year. The simulation result showed that determining of 10% import tariff decrease 11.99% of import volume and increase 0.05% of domestic soybean production. However, 15% of import tariff decrease the import volume by 33.54% and increase the soybean production by 0.12%.en
