Pekalongan city has quite potential aquatic resources. Average annual production value was 57.409.699 kg or 27.45% of Central Java province total production which was 209.149.881 kg. This can be used maximally to improve the contribution to PDRB. Therefore it is necessary to formulate a development strategy aimed at enhancing the role of the capture fisheries sector in regional development. The results indicate that the LQ calculations based on the indicators of GDP and employment is a sector basis with LQ values greater than 1. Based on the analysis of the multiplier effect during the period 2003-2008, GDP indicator and the indicator of labor, capture fisheries sub-sector gave a positive impact on regional development of Pekalongan city. Based on the determination of superior fishery sub-sectors commodities, such as manyung (Arius sp.) from demersal fishes. Small pelagic group of selar (Caranx leptolepis), layang (Decapterus rocelli), tembang (Clupea fimbriata), lemuru (Clupea longiceps), kembung (Rastelliger). Large pelagic group of tongkol (Euthynnus spp) and tenggiri (Scomberomerus commersoni). Soft animal group are squids (Loligo sp.). SWOT analysis resulted three alternative development strategy, which are 1) Focusing on improving the captured quality by maximizing fish transport vessels and quality testing laboratory to produce high quality fresh and processed fish products, which have high economic value and provide convenience to the public on access to facilities and infrastructure in new business development in the field of fisheries; 2) Develop a sustainable fisheries sector through the use of the opportunities for employment and high quality of capture product to increase the contribution of capture fisheries toward regional PDRB; and 3) Provide convenience for fisherman in all regulations and documents, so that fishermen can remain consistent and able to use the potential of marine resources that are available and can meet the demand for products from outside the area.
