The toll road is one of the critical infrastructure that plays a role in national development and economic growth. But since 1978 until now Indonesia has just able to build about 700 km. This is very much in comparison of Malaysia has been able to build a toll road to 1500 km. In improving the construction of toll roads, since 1987 the Indonesian government has implemented a governmentprivate cooperation for financing the construction of toll roads because of limited funds owned by the government. So that private investors have the opportunity to participate in the procurement of toll roads for the community. This study uses secondary data period of 1987-2009 using multiple linear regression analysis. However, due to the multicollinearity problem of data transformation is carried out by using the Principal Component Analysis (PCA). The goal is to eliminate the high correlation between independent variables. The analysis showed that the GDP per capita, labor, government funds, private investment, and the number of four-wheeled vehicles and more. In addition the dummy of policy is also positive and significant influence on the development of the toll road which is described by the length of the toll road. Dummy of policys described by establishment the Toll Road Regulatory Agency (BPJT) in 2005 as a toll road regulator replaces the dual function of Jasa Marga as operators as well as regulators.en
