The problem of waste in Bandung Regency continues to increase along with population growth and economic activity, thereby requiring a more effective and sustainable waste management system. One of the efforts made by the local government is the development of the Integrated Waste Processing Site and Waste Management Education Center (TPST PUSPA) Jelekong, which processes waste into a value-added product in the form of Refuse Derived Fuel (RDF). This study aims to analyze the economic feasibility of processing waste into RDF using the RDF and peuyeumisasi technology approaches, as well as to formulate a development strategy for the management of TPST PUSPA Jelekong to ensure its sustainability and optimal performance. The analytical methods used include Extended Cost Benefit Analysis (eCBA) and Interpretive Structural Modeling (ISM). The results show that both approaches are not financially feasible, but are economically feasible, with RDF technology generating an NPV of IDR 9,995,820,442; a net B/C of 1.59; a gross B/C of 1.20; and an IRR of 14.45%, while peuyeumisasi generates an NPV of IDR 17,789,483,686; a net B/C of 2.41; a gross B/C of 1.79; and an IRR of 24.15%, which are consistently higher. The strategic analysis results show that community participation and awareness are key elements for the success of the waste-to-RDF management system, with outcomes of increased waste processing capacity and storage capacity.
