The increasing demand for and supply of sukuk indicates the expansion of the sukuk market. Sukuk can boost capital accumulation and innovation, thereby influencing economic growth. However, previous studies have reported inconsistent relationships between sukuk and economic growth. On the other hand, the pace of financial development has tended to slow down following the 2008 global financial crisis. This may affect the contribution of sukuk to economic growth. Therefore, this study examines the effect of sukuk on economic growth, with financial development serving as a moderating variable. This study uses panel data from 14 sukuk-issuing countries over the 2016–2023 period. Financial development is measured using Principal Component Analysis, while the relationships among variables are analyzed using both static and dynamic panel data approaches. The results of the analysis show that the level of financial development in the sample countries remains relatively low, with varying patterns of development. Estimates from static and dynamic panel data yield consistent findings: there is insufficient evidence that sukuk, financial development, and the interaction between sukuk and financial development significantly effects economic growth. These findings suggest that the existence of sukuk instruments has not yet been able to optimally drive economic growth, particularly when the level of financial system development remains limited. Efforts to strengthen financial development may focus on improving domestic credit to the private sector and stock market value, which have the highest relative weights within their respective sub-indices. Although the sukuk coefficient is statistically insignificant, the findings do not imply that sukuk are unnecessary, as the descriptive analysis indicates a positive relationship between sukuk and economic growth at higher levels of financial development. Therefore, the development of the sukuk market may continue alongside efforts to strengthen the financial system while considering country-specific characteristics.
