      Analisis Pengelolaan Rumpon sebagai Alat Bantu Penangkapan Ikan Ramah Lingkungan di Indonesia

      Abstract
      Penggunaan rumpon sebagai alat bantu penangkapan ikan dapat mendukung efisiensi dan produktivitas penangkapan dalam konteks tertentu, tetapi penggunaannya juga berkaitan dengan risiko ekologis dan kebutuhan pengaturan yang lebih operasional. Penelitian ini bertujuan menganalisis isu teknis, ekonomi, dan ekologi penggunaan rumpon; mengidentifikasi kesenjangan antara pengaturan rumpon di Indonesia dan standar regional/global yang relevan; serta menyusun rekomendasi penguatan pengaturan rumpon. Penelitian menggunakan pendekatan kualitatif yang mengintegrasikan systematic literature review (SLR) terbatas, analisis dokumen kebijakan dan regulasi, serta wawancara informan kunci sebagai konfirmasi kontekstual. Hasil kajian menunjukkan bahwa desain dan material rumpon bervariasi menurut jenis rumpon dan konteks perikanan. Sejumlah literatur menunjukkan manfaat ekonomi berupa peningkatan produktivitas, efisiensi, atau pendapatan pada konteks tertentu. Literatur ekologi menunjukkan risiko bycatch, ghost fishing, marine litter, beaching, serta perubahan tingkah laku ikan. Analisis pengaturan menunjukkan bahwa PERMEN-KP No. 36 Tahun 2023 telah menyediakan dasar hukum penting, tetapi beberapa aspek operasional masih perlu diperkuat dengan menggunakan IOTC Resolution 24/02 dan WCPFC CMM 2025-02 sebagai bahan perbandingan. Lima substansi rekomendasi meliputi penguatan desain non-entangling, transisi material biodegradable secara bertahap, pengintegrasian FAD Management Plan dalam perizinan, penguatan penandaan, pelacakan, pelaporan dan FAD retrieval, serta pembatasan temporal atau spasial berdasarkan data.
       
      Fish aggregating devices (FADs) can improve efficiency and fishing productivity in specific contexts, but their use is also associated with ecological risks and required more operational management arrangements. This study aims to analyze the technical, economic, and ecological issues associated with FAD use; identify gaps between Indonesian FAD regulations and relevant regional/global standards; and formulate recommendations to strengthening FAD management. The study applies qualitative approach integrating limited systematic literature review (SLR), policy and regulatory document analysis, and key-informant interviews as contextual confirmation. Result shows that FAD designs and materials vary according to FAD type and fishery context. Several studies report economic benefits in terms of fishing productivity, efficiency, or income in specific context. Ecological studies indicate risks related to bycatch, ghost fishing, marine litter, beaching, and changes in fish behavior. Regulatory analysis shows that Ministerial Regulation No. 36/2023 provides important legal basis for FAD management in Indonesia, while several operational aspects still require strengthening, using IOTC Resolution 24/02 and WCPFC CMM 2025-02 as comparative references. Five recommendations includes strengthening non entangling design requirements, implementing a phased transition toward biodegradable materials, integrating a FAD Management Plan into licensing, strengthening marking, tracking, reporting and FAD retrieval, and applying data based temporal or spatial restrictions.
