      Efisiensi Teknis Usahatani Padi pada Daerah Irigasi Rehabilitasi dan Non-rehabilitasi (Studi Kasus: Kecamatan Purwasari, Kabupaten Karawang)

      Abstract
      Kecamatan Purwasari, Kabupaten Karawang merupakan salah satu sentra produksi padi yang didukung oleh jaringan irigasi Daerah Irigasi Jatiluhur. Meskipun berada dalam satu daerah irigasi yang sama, sebagian jaringan telah menjalani rehabilitasi sementara sebagian lainnya belum, sehingga kondisi fisik dan kinerja layanan irigasi yang diterima petani antarwilayah tidak seragam. Kesenjangan ini diduga berdampak pada perbedaan penggunaan input, biaya produksi, pendapatan, hingga efisiensi teknis usahatani padi antara petani pada daerah irigasi hasil rehabilitasi dan non-rehabilitasi. Penelitian ini bertujuan untuk menganalisis persepsi petani terhadap kondisi dan kinerja irigasi, pendapatan usahatani, efisiensi teknis usahatani padi pada daerah irigasi hasil rehabilitasi dan non-rehabilitasi. Metode penelitian yang digunakan adalah pendekatan kuantitatif, yakni analisis deskriptif dengan skala Likert, analisis pendapatan dan r/c ratio, analisis efisiensi teknis dengan stochastic frontier, dan uji beda. Hasil penelitian menunjukan petani pada daerah irigasi rehabilitasi memiliki persepsi yang lebih baik terhadap kondisi fisik, distribusi, pemanfaatan, dan ketersediaan air dibandingkan petani pada daerah irigasi non-rehabilitasi. Usahatani padi pada daerah irigasi rehabilitasi memberikan pendapatan dan nilai r/c ratio yang lebih tinggi dibandingkan daerah irigasi non-rehabilitasi. Usahatani padi pada daerah irigasi rehabilitasi memiliki tingkat efisiensi teknis yang lebih tinggi dibandingkan daerah irigasi non-rehabilitasi.
       
      Purwasari Subdistrict, Karawang Regency is one of the rice production centers supported by the Jatiluhur Irrigation Area network. Although situated within the same irrigation area, part of the network has undergone rehabilitation while another part has not, resulting in uneven physical conditions and service performance of irrigation received by farmers across regions. This disparity is presumed to affect differences in input use, production costs, income, and technical efficiency of rice farming between farmers in rehabilitated and non-rehabilitated irrigation areas. This study aims to analyze farmers' perceptions of irrigation conditions and performance, farm income, and technical efficiency of rice farming in rehabilitated and non-rehabilitated irrigation areas. The research employed a quantitative approach, comprising descriptive analysis using a Likert scale, income and r/c ratio analysis, technical efficiency analysis using stochastic frontier analysis, and difference tests. The results showed that farmers in rehabilitated irrigation areas held more favorable perceptions of physical conditions, distribution, utilization, and water availability compared to farmers in non-rehabilitated irrigation areas. Rice farming in rehabilitated irrigation areas generated higher income and r/c ratio values than in non-rehabilitated irrigation areas. Rice farming in rehabilitated irrigation areas also exhibited a higher level of technical efficiency than in non-rehabilitated irrigation areas.
