      Model Penyuluhan Peningkatan Kompetensi Pembudidaya Rumput Laut untuk Keberlanjutan Usaha di Kabupaten Polewali Mandar Sulawesi Barat

      Abstract
      Indonesia sebagai negara kepulauan memiliki potensi kelautan dan wilayah pesisir yang strategis bagi ekonomi, pangan, dan lingkungan. Namun, masyarakat pesisir masih menghadapi berbagai permasalahan, seperti kemiskinan, keterbatasan akses pendidikan, kesehatan, permodalan, serta kerentanan terhadap perubahan iklim. Kabupaten Polewali Mandar memiliki potensi kelautan yang besar, khususnya budidaya rumput laut, tetapi masih menghadapi tantangan dalam pemberdayaan masyarakat dan pengelolaan sumber daya pesisir secara berkelanjutan. Rumput laut merupakan komoditas unggulan yang berperan penting dalam perekonomian masyarakat Kabupaten Polewali Mandar. Namun, produksinya mengalami fluktuasi; berdasarkan Dinas Kelautan dan Perikanan Kabupaten Polewali Mandar (2020), produksi tahun 2016 mencapai 1.191,50 ton, tetapi pada 2018 mengalami penurunan sebesar 39,57 ton. Menurut Syachruddin et al. (2019), penurunan tersebut dipengaruhi rendahnya kompetensi pembudidaya dalam menerapkan teknik budidaya yang tepat, terutama dalam pemilihan lokasi yang masih didasarkan pada perkiraan subjektif tanpa mempertimbangkan kriteria teknis dan ekologis. Upaya peningkatan kompetensi pembudidaya melalui kegiatan penyuluhan di Kabupaten Polewali Mandar belum sepenuhnya mencapai tujuan yang diharapkan. Hal ini mengindikasikan bahwa model penyuluhan yang diterapkan belum sepenuhnya sesuai dengan kebutuhan dan karakteristik pembudidaya rumput laut, sehingga belum mampu memberikan solusi yang efektif terhadap berbagai permasalahan yang dihadapi dalam kegiatan budidaya. Selain itu, penyuluh yang bertugas umumnya merupakan penyuluh perikanan dengan kompetensi yang bersifat umum, sehingga belum sepenuhnya mampu memenuhi kebutuhan teknis spesifik budidaya rumput laut. Kondisi tersebut diperparah oleh keterbatasan waktu pendampingan, sarana dan prasarana penyuluhan, serta metode penyampaian materi yang kurang adaptif terhadap kebutuhan pembudidaya. Akibatnya, proses pembelajaran dan transfer pengetahuan belum berlangsung secara optimal sehingga pengelolaan usaha budidaya rumput laut yang berkelanjutan belum dapat diwujudkan secara maksimal. Penelitian ini bertujuan untuk: (1) menganalisis tingkat kompetensi pembudidaya rumput laut dalam menjalankan usaha budidaya; (2) Menganalisis pengaruh kompetensi terhadap keberlanjutan usaha pembudidaya rumput laut; (3) Menganalisis faktor-faktor yang memengaruhi kompetensi pembudidaya rumput laut.(4) Menganalisis faktor-faktor yang memengaruhi peran kelompok pembudidaya rumput laut. (5) Menghasilkan model penyuluhan budidaya rumput laut dalam mencapai keberlanjutan usaha. Penelitian menggunakan pendekatan kuantitatif dengan pengumpulan data primer melalui survei terhadap pembudidaya rumput laut di tiga kecamatan sentra produksi, yaitu Kecamatan Polewali, Kecamatan Binuang, dan Kecamatan Wonomulyo. Penentuan lokasi penelitian dilakukan secara purposive berdasarkan tingkat aktivitas dan kontribusi produksi rumput laut yang relatif tinggi. Setelah melalui proses validasi data, diperoleh 267 responden yang memenuhi kriteria untuk dianalisis. Selanjutnya, data dianalisis menggunakan Structural Equation Modeling (SEM) untuk menguji hubungan kausal antarvariabel secara simultan. Hasil penelitain menunjukkan kompetensi teknis pembudidaya rumput laut berada pada kategori sedang dengan skor rata-rata 2,07. Kondisi ini mengindikasikan bahwa sebagian besar pembudidaya masih menerapkan metode budidaya yang bersifat tradisional dalam pengelolaan usahanya. Sementara itu, kompetensi manajerial tergolong rendah dengan skor rata-rata 1,58. Rendahnya kompetensi manajerial tercermin dari belum optimalnya penerapan fungsi manajemen usaha, seperti perhitungan biaya tenaga kerja dan biaya pembibitan, serta minimnya praktik pencatatan dan pembukuan usaha. Kompetensi sosial dan kewirausahaan masing-masing berada pada kategori sedang dengan skor rata-rata 2,11 dan 2,03. Kompetensi sosial yang berada pada kategori sedang menunjukkan bahwa keterlibatan pembudidaya dalam kegiatan sosial dan kerja sama masih bersifat situasional serta belum berlangsung secara konsisten dalam berbagai aspek interaksi sosial. Adapun kompetensi kewirausahaan yang berada pada kategori sedang mengindikasikan bahwa pembudidaya, khususnya pembudidaya pemula, masih memiliki kecenderungan untuk menghindari risiko sehingga belum berani melakukan inovasi atau pengembangan usaha guna meningkatkan produktivitas. Kompetensi pembudidaya rumput laut berpengaruh positif dan signifikan terhadap keberlanjutan usaha, meskipun pengaruhnya masih relatif lemah (koefisien jalur 0,158). Kondisi ini disebabkan oleh belum optimalnya penyuluhan, fungsi kelompok pembudidaya, dan pengembangan kompetensi. Secara teknis, pembudidaya telah menguasai tahapan budidaya, tetapi masih mengandalkan pengalaman sehingga adopsi teknologi belum optimal. Kompetensi manajerial menjadi aspek terlemah karena perencanaan, pencatatan, dan evaluasi usaha belum diterapkan dengan baik. Sementara itu, kompetensi sosial cukup baik melalui kerja sama antarpembudidaya, sedangkan kompetensi kewirausahaan masih terbatas akibat rendahnya keberanian mengambil risiko dan mengadopsi inovasi. Karakteristik pembudidaya, efektivitas penyuluhan, dan kelompok tani berpengaruh positif terhadap kompetensi pembudidaya rumput laut dengan koefisien jalur masing-masing sebesar 0,179; 0,211; dan 0,275. Temuan ini mengindikasikan bahwa kompetensi pembudidaya akan meningkat seiring dengan semakin baiknya karakteristik individu yang ditunjukkan oleh motivasi, rasionalitas, dan penerimaan terhadap inovasi, semakin efektifnya penyelenggaraan penyuluhan yang didukung oleh materi, metode, kompetensi penyuluh, serta sarana dan kelembagaan, dan semakin optimalnya peran kelompok tani sebagai kelas belajar, wahana kerja sama, dan unit produksi dalam meningkatkan pengetahuan, keterampilan, dan sikap pembudidaya dalam mengelola usaha budidaya rumput laut. Belum optimalnya peran kelompok pembudidaya rumput laut di Kabupaten Polewali Mandar dipengaruhi oleh berbagai faktor internal dan eksternal yang saling berkaitan. Faktor internal meliputi rendahnya kualitas sumber daya manusia, lemahnya kepemimpinan dan manajemen kelompok, terbatasnya kapasitas anggota, serta keterbatasan modal usaha, sedangkan faktor eksternal mencakup belum optimalnya pendampingan penyuluhan, kondisi lingkungan yang tidak menentu, keterbatasan akses pasar, minimnya sarana dan prasarana pendukung, vii serta belum terjalinnya kemitraan yang kuat dengan berbagai pemangku kepentingan. Model penyuluhan yang dikembangkan dalam penelitian ini berlandaskan Teori Difusi Inovasi Rogers (2003) sebagai kerangka konseptual untuk menjelaskan hubungan antarvariabel dalam model Structural Equation Modeling (SEM). Teori ini menjelaskan bahwa karakteristik individu, efektivitas penyuluhan, dan peran kelompok merupakan faktor-faktor yang memengaruhi peningkatan kompetensi pembudidaya. Selanjutnya, kompetensi tersebut berperan dalam meningkatkan keberlanjutan usaha budidaya rumput laut yang mencakup dimensi ekonomi, sosial, lingkungan, dan sumber daya manusia. Hasil analisis SEM menunjukkan bahwa kompetensi pembudidaya dipengaruhi secara signifikan oleh karakteristik individu, efektivitas penyuluhan, dan peran kelompok. Temuan ini mengindikasikan bahwa rendahnya karakteristik individu, belum optimalnya pelaksanaan penyuluhan, serta lemahnya peran kelompok pembudidaya menyebabkan kompetensi pembudidaya belum berkembang secara optimal. Kondisi tersebut pada akhirnya berdampak pada rendahnya tingkat keberlanjutan usaha budidaya rumput laut. Berdasarkan hasil penelitian, model penyuluhan yang paling sesuai untuk mendukung keberlanjutan usaha budidaya rumput laut adalah Participatory Need Based Extension Model (Model penyuluhan partisipatif berbasis kebutuhan). Model ini menempatkan penyuluhan sebagai instrumen utama dalam meningkatkan kompetensi pembudidaya melalui pendekatan yang berorientasi pada kebutuhan nyata dan permasalahan yang dihadapi di lapangan. Selain itu, model ini menekankan pentingnya penguatan karakteristik individu, seperti motivasi berusaha, keterbukaan terhadap inovasi, dan kemampuan belajar, serta optimalisasi peran kelompok sebagai wahana pembelajaran, kerja sama, pertukaran informasi, dan pengembangan usaha. Dengan demikian, penyuluhan tidak hanya berfungsi sebagai media transfer teknologi dan informasi, tetapi juga sebagai sarana pemberdayaan yang mampu membangun kemampuan adaptif pembudidaya dalam menghadapi dinamika lingkungan usaha. Desain penelitian potong lintang belum mampu menggambarkan dinamika perubahan kompetensi dan keberlanjutan usaha dalam jangka panjang, sehingga penelitian longitudinal diperlukan untuk menguji konsistensi hubungan antarvariabel. Model yang dikembangkan juga belum mencakup seluruh faktor yang berpotensi memengaruhi keberlanjutan usaha, seperti kondisi biofisik, kualitas bibit, akses pembiayaan, infrastruktur, pasar, kebijakan, dan perubahan iklim. Selain itu, pengukuran berbasis persepsi responden berpotensi menimbulkan subjektivitas. Ruang lingkup penelitian yang terbatas pada wilayah tertentu menyebabkan generalisasi model perlu dilakukan secara hati-hati melalui validasi di lokasi berbeda. Penelitian selanjutnya disarankan untuk menggunakan pendekatan longitudinal guna mengkaji dinamika perubahan kompetensi dan keberlanjutan usaha budidaya rumput laut dalam jangka panjang. Selain itu, perlu dilakukan pengujian implementasi Participatory Need-Based Extension Model melalui penelitian aksi untuk mengetahui efektivitasnya dalam meningkatkan kompetensi, produktivitas, dan keberlanjutan usaha pembudidaya. Pengembangan model juga perlu mempertimbangkan variabel lain, seperti kondisi biofisik perairan, kualitas bibit, teknologi budidaya, akses pembiayaan, pasar, infrastruktur, kebijakan, dan perubahan iklim agar menghasilkan model yang lebih komprehensif. Penelitian berikutnya juga perlu mengkaji penguatan kelembagaan kelompok pembudidaya serta melakukan validasi model pada wilayah lain dengan karakteristik berbeda untuk menguji penerapannya secara lebih luas
       
      Indonesia, as an archipelagic country, has significant marine and coastal potential that is strategically important for the economy, food security, and the environment. However, coastal communities continue to face various challenges, including poverty, limited access to education, healthcare, and capital, as well as vulnerability to climate change. Polewali Mandar Regency has considerable marine potential, particularly in seaweed cultivation, but still faces challenges in community empowerment and sustainable management of coastal resources. Seaweed is a leading commodity that plays an important role in the economy of communities in Polewali Mandar Regency. However, its production has fluctuated; according to the Polewali Mandar Regency Marine and Fisheries Agency (2020), seaweed production reached 1,191.50 tons in 2016 but decreased by 39.57 tons in 2018. According to Syachruddin et al. (2019), this decline was influenced by the low competency of seaweed farmers in implementing appropriate cultivation techniques, particularly in site selection, which was still based on subjective estimates without considering technical and ecological criteria. Efforts to improve the competence of seaweed farmers through extension activities in Polewali Mandar Regency have not fully achieved the expected goals. This indicates that the extension model implemented does not fully align with the needs and characteristics of seaweed farmers, thus failing to provide effective solutions to the various problems faced in cultivation activities. Furthermore, the extension workers on duty are generally fisheries extension workers with general competencies, thus not fully able to meet the specific technical needs of seaweed cultivation. This situation is exacerbated by limited mentoring time, extension facilities and infrastructure, and material delivery methods that are not adaptive to the needs of farmers. As a result, the learning process and knowledge transfer have not been optimal, thus preventing the realization of sustainable seaweed cultivation management. This study aims to: (1) analyze the level of competence of seaweed cultivators in running a cultivation business; (2) Analyze the influence of competence on the sustainability of seaweed cultivation businesses; (3) Analyze the factors that influence the competence of seaweed cultivators. (4) Analyze the factors that influence the role of seaweed cultivation groups. (5) Produce a seaweed cultivation extension model in achieving business sustainability. The study employed a quantitative approach, collecting primary data through a survey of seaweed farmers in three sub-districts known as production centers: Polewali, Binuang, and Wonomulyo. The research locations were purposively selected based on their relatively high levels of activity and contribution to seaweed production. After data validation, 267 respondents met the criteria for analysis. The data were then analyzed using Structural Equation Modeling (SEM) to simultaneously test causal relationships between variables The research results show that the technical competence of seaweed farmers is in the moderate category with an average score of 2.07. This condition indicates that most farmers still apply traditional cultivation methods in managing their businesses. Meanwhile, managerial competence is low with an average score of 1.58. Low managerial competence is reflected in the suboptimal implementation of business management functions, such as calculating labor costs and nursery costs, as well as minimal business recording and bookkeeping practices. Social and entrepreneurial competence are both in the moderate category with average scores of 2.11 and 2.03, respectively. Social competence in the moderate category indicates that farmer involvement in social activities and cooperation is still situational and has not been consistent in various aspects of social interaction. Meanwhile, entrepreneurial competence in the moderate category indicates that farmers, especially novice farmers, still have a tendency to avoid risks and therefore do not dare to innovate or develop businesses to increase productivity. Seaweed farmer competency has a positive and significant impact on business sustainability, although the effect is still relatively weak (path coefficient 0.158). This is due to suboptimal extension services, farmer group functions, and competency development. Technically, farmers have mastered the cultivation stages, but still rely on experience, resulting in suboptimal technology adoption. Managerial competency is the weakest aspect because business planning, record keeping, and evaluation have not been implemented effectively. Meanwhile, social competency is quite good through collaboration between farmers, while entrepreneurial competency remains limited due to a lack of courage to take risks and adopt innovations. The characteristics of cultivators, the effectiveness of extension, and farmer groups have a positive effect on the competence of seaweed cultivators with path coefficients of 0.179, 0.211, and 0.275, respectively. These findings indicate that cultivator competence will increase along with the improvement of individual characteristics indicated by motivation, rationality, and acceptance of innovation, the increasing effectiveness of extension services supported by materials, methods, competence of extension workers, as well as facilities and institutions, and the increasingly optimal role of farmer groups as learning classes, cooperation vehicles, and production units in improving the knowledge, skills, and attitudes of cultivators in managing seaweed cultivation businesses. The suboptimal role of seaweed farming groups in Polewali Mandar Regency is influenced by various interrelated internal and external factors. Internal factors include low-quality human resources, weak group leadership and management, limited member capacity, and limited business capital. External factors include suboptimal outreach support, uncertain environmental conditions, limited market access, inadequate supporting facilities and infrastructure, and the lack of strong partnerships with various stakeholders. The extension model developed in this study is based on Rogers' (2003) Diffusion of Innovation Theory as a conceptual framework to explain the relationships between variables in Structural Equation Modeling (SEM). This theory explains that individual characteristics, extension effectiveness, and group roles are factors that influence the improvement of cultivator competency. Furthermore, this competency plays a role in improving the sustainability of seaweed cultivation businesses, encompassing economic, social, environmental, and human resource dimensions. SEM analysis results show that cultivator competency is significantly influenced by individual characteristics, extension effectiveness, and group roles. These findings indicate that low individual characteristics, suboptimal extension implementation, and the weak role of cultivator groups contribute to the underdevelopment of cultivator competency. This ultimately impacts the low level of sustainability of seaweed cultivation businesses. Based on the research results, the most appropriate extension model to support the sustainability of seaweed cultivation is the Participatory Need-Based Extension Model. This model positions extension as the primary instrument in improving the competence of seaweed farmers through an approach oriented towards real needs and problems faced in the field. Furthermore, this model emphasizes the importance of strengthening individual characteristics, such as entrepreneurial motivation, openness to innovation, and learning ability, as well as optimizing the role of groups as a vehicle for learning, collaboration, information exchange, and business development. Thus, extension functions not only as a medium for technology and information transfer, but also as a means of empowerment that can build the adaptive capacity of farmers in facing the dynamics of the business environment. The cross-sectional research design is not capable of depicting the dynamics of changes in competency and business sustainability over the long term, therefore, longitudinal research is needed to test the consistency of the relationships between variables. The developed model also does not encompass all factors that could potentially influence business sustainability, such as biophysical conditions, seed quality, access to financing, infrastructure, markets, policies, and climate change. Furthermore, measurements based on respondents' perceptions have the potential to introduce subjectivity. The limited scope of the research to a specific region requires careful generalization of the model through validation in different locations. Future research is recommended to use a longitudinal approach to assess the dynamics of competency changes and the long-term sustainability of seaweed farming businesses. Furthermore, it is necessary to test the implementation of the Participatory Need-Based Extension Model through action research to determine its effectiveness in improving competency, productivity, and the sustainability of seaweed farming businesses. Model development also needs to consider other variables, such as the biophysical conditions of the waters, seed quality, cultivation technology, access to financing, markets, infrastructure, policies, and climate change to produce a more comprehensive model. Future research should also examine the institutional strengthening of seaweed farming groups and validate the model in other regions with different characteristics to test its broader applicability.
