Cooperatives are an important pillar of the people's economy, yet their sustainability strongly depends on the quality of governance applied. Various cooperative failures in Indonesia, such as low attendance at Annual Member Meetings and the KSP Indosurya case, indicate weak implementation of Good Cooperative Governance (GCoG). This study aims to identify, analyze, and compare the implementation of GCoG principles in Indonesian and foreign cooperatives, and to formulate recommendations for their development. A Systematic Literature Review (SLR) method was applied by searching the Scopus, Google Scholar, Academia, and Neliti databases for the period 2014–2024. From 16,450 initial articles, 90 articles met the inclusion and exclusion criteria and were analyzed with NVivo 12 based on five TARIF dimensions (Transparency, Accountability, Responsibility, Independency, Fairness). Results show that both Indonesian and foreign cooperatives regard these five principles as governance foundations, but differ in consistency of application. Foreign cooperatives (e.g., COVAP in Spain, dairy cooperatives in Zimbabwe, and energy cooperatives in Germany) implement GCoG in a structured manner supported by firm oversight systems, while Indonesian cooperatives still face information opacity, incomplete accountability, dependence on government assistance, and decision-making dominated by a few parties. Four key global success factors were identified: clear management structure and mechanisms, competent leadership and human resources, active member participation, and balanced independence and goal orientation. This study recommends strengthening transparency, accountability, financial independence, and fairness as strategic steps for developing cooperative governance in Indonesia.
