Upaya pengelolaan sistem pengelolaan sampah Desa Cibanteng mengalami dua hambatan utama, yaitu minimnya fasilitas pengolahan sampah yang layak serta minimnya kesadaran masyarakat atas potensi ekonomi melalui pemanfaatan sampah. Hambatan tersebut mendorong upaya pengelolaan sampah menggunakan konsep ekonomi sirkular melalui integrasi budidaya ikan dan maggot Black Soldier Fly (BSF) sebagai sistem produksi yang berkelanjutan. Integrasi tersebut belum dipahami masyarakat secara luas, baik dari aspek teknis pengelolaan maupun dari sisi potensi nilai tambah ekonomi yang dihasilkannya. Penelitian ini bertujuan (1) menganalisis penerapan ekonomi sirkular eksisting, (2) menganalisis kelayakan finansial dan ekonomi usaha integrasi, (3) memetakan peran stakeholder dan perumusan rekomendasi kebijakan untuk menganalisis kelayakan finansial dan ekonomi budidaya ikan nila bioflok di Desa Cibanteng. Metode yang digunakan meliputi analisis persepsi ekonomi sirkular, analisis kelayakan ekonomi dan finansial, analisis stakeholder MACTOR. Hasil penelitian menunjukkan bahwa kinerja ekonomi sirkular usaha integrasi pada taraf cukup (0,23). Usaha budidaya ikan nila bioflok layak secara finansial maupun ekonomi dengan potensi reduksi emisi 51,24 tonCO2eq/tahun dan mengelola sampah hingga 49,58 ton/tahun. Diketahui akademisi, ketua kelompok, Kades merupakan aktor utama dan peningkatan kapasitas SDM merupakan prioritas objektif strategis. Waste management efforts in Cibanteng Village face two primary obstacles: inadequate waste processing facilities and low community awareness regarding the economic potential of waste utilization. These challenges have prompted the adoption of a circular economy approach integrating fish farming with Black Soldier Fly (BSF) maggot cultivation to create a sustainable production system. However, community understanding of this integrated model remains limited, particularly regarding its technical management and value-added potential. This study aims to (1) analyze the existing circular economy implementation, (2) assess the financial and economic viability of the integrated venture, and (3) map stakeholder roles and formulate policy recommendations, specifically focusing on the viability of biofloc tilapia farming in Cibanteng Village. The study applies circular economy performance analysis, financial and economic feasibility assessment, and MACTOR stakeholder analysis. The results indicate that the circular economy performance of the integrated venture is at a moderate (0.23). The biofloc tilapia farming venture is both financially and economically viable, offering an emissions reduction potential of 51,24 tons of CO2eq per year and processing up to 49,58 tons of waste annually. Academics, group leaders, and the Village Head were identified as key actors, while human resource capacity building emerged as a priority strategic objective.
