      Determinan dan Respons Dinamis Emisi CO2 di Indonesia: Keterkaitannya Dengan Kebijakan Iklim

      Abstract
      Peningkatan emisi CO2 menjadi tantangan serius bagi Indonesia dalam mencapai target Second Nationally Determined Contribution (SNDC). Emisi CO2 Indonesia meningkat lebih dari lima kali lipat pada 1990-2024, didorong ketergantungan pada energi fosil, pertumbuhan ekonomi, dan tekanan pada kawasan hutan sebagai penyerap karbon, sementara bauran energi terbarukan masih tertinggal dari target nasional. Penelitian terdahulu belum menjelaskan respons dinamis emisi terhadap guncangan tiap variabel penjelas sekaligus mengaitkannya dengan substansi kebijakan iklim. Penelitian ini bertujuan (1) menganalisis pengaruh jangka pendek, jangka panjang, dan respons dinamis konsumsi energi fosil, energi terbarukan, luas kawasan hutan, dan PDB terhadap emisi CO2; serta (2) menganalisis keterkaitan arah kebijakan penurunan emisi CO2 Indonesia dengan bukti empiris hasil ARDL dan simulasi dinamis. Metode meliputi Autoregressive Distributed Lag (ARDL) dengan simulasi dinamis, serta content analysis dokumen kebijakan. Hasil estimasi ARDL(1,0,0,0,0) menunjukkan konsumsi energi fosil berpengaruh positif signifikan (0,7426) dan energi terbarukan negatif signifikan (-0,3633) terhadap emisi dalam jangka panjang, sementara luas kawasan hutan dan PDB tidak signifikan. Error Correction Term sebesar -0,8260 menunjukkan penyesuaian menuju keseimbangan berlangsung cepat. Simulasi dinamis mengonfirmasi guncangan energi fosil menggeser emisi ke keseimbangan lebih tinggi dan guncangan energi terbarukan menurunkan emisi secara bertahap, sedangkan guncangan luas hutan dan PDB tidak signifikan secara statistik. Content analysis menunjukkan arah kebijakan iklim relevan secara normatif, namun masih terdapat kesenjangan antara komitmen jangka panjang dan implementasi jangka menengah, terutama pada kecepatan realisasi EBT dan reformasi subsidi fosil.
       
      Increasing CO2 emissions pose a serious challenge for Indonesia in meeting its Second Nationally Determined Contribution (SNDC) target. Indonesia's CO2 emissions rose more than fivefold over 1990-2024, driven by fossil fuel dependence, economic growth, and pressure on forests as carbon sinks, while renewable energy uptake still lags behind the national target. Prior studies have not explained the dynamic response of emissions to shocks in each explanatory variable while linking findings to climate policy substance. This study aims to (1) analyze the short-run, long-run, and dynamic responses of fossil fuel consumption, renewable energy consumption, forest area, and GDP to CO2 emissions; and (2) analyze the relevance between Indonesia's emission reduction policy direction and empirical evidence from ARDL and dynamic simulation. Methods include Autoregressive Distributed Lag (ARDL) with dynardl simulation, and content analysis of policy documents. The ARDL(1,0,0,0,0) results show fossil fuel consumption has a significant positive long-run effect (0.7426) and renewable energy consumption a significant negative effect (-0.3633), while forest area and GDP are insignificant. The Error Correction Term of -0.8260 indicates rapid adjustment toward equilibrium. Dynamic simulations confirm fossil fuel shocks persistently shift emissions to a higher equilibrium, renewable energy shocks gradually lower emissions, while forest area and GDP shocks show no statistically significant response. Content analysis shows Indonesia's climate policy direction is normatively relevant, though gaps remain between long-run commitments and medium-term implementation, particularly in the pace of renewable energy realization and fossil fuel subsidy reform.
