      Abstract
      Kemiskinan di Provinsi Nusa Tenggara Timur (NTT) bersifat persisten dan multidimensional, dengan tingkat kemiskinan yang secara konsisten berada lebih dari dua kali lipat rata-rata nasional selama periode 2018–2024. Penelitian ini menggunakan data panel 22 kabupaten/kota dan diestimasi dengan Fixed Effect Model (FEM) untuk menganalisis efektivitas belanja pro-poor fiskal, meliputi Program Indonesia Pintar (PIP), Bantuan Sosial (Bansos), Dana Desa, dan Bantuan Operasional Kesehatan (BOK), terhadap indeks Foster–Greer–Thorbecke (P0, P1, dan P2). Hasil penelitian menunjukkan bahwa PIP merupakan instrumen yang paling efektif dan konsisten dalam menurunkan seluruh dimensi kemiskinan. Bansos efektif menurunkan P0 dan P1, sedangkan Dana Desa hanya efektif di Wilayah Pulau Flores dan Lembata. BOK tidak menunjukkan pengaruh yang signifikan pada seluruh model. PDRB per kapita berpengaruh signifikan di Wilayah Pulau Alor, Timor, dan Rote, sedangkan pandemi COVID-19 memperburuk seluruh dimensi kemiskinan, terutama di Wilayah Pulau Sumba. Temuan ini mengindikasikan bahwa kebijakan pengentasan kemiskinan di NTT perlu dirancang secara asimetris melalui perluasan PIP, peningkatan ketepatan sasaran Bansos, dan penguatan sinergi Dana Desa dengan pembangunan kemandirian ekonomi.
       
      Poverty in East Nusa Tenggara Province remains persistent and multidimensional, with poverty levels consistently exceeding twice the national average during 2018–2024. This study employs panel data consisting of 22 district/city and estimates a Fixed Effect Model (FEM) to examine the effectiveness of pro-poor fiscal expenditure, including the Indonesia Smart Program (PIP), Social Assistance (Bansos), Village Fund, and Health Operational Assistance (BOK), on the Foster–Greer–Thorbecke (FGT) poverty indices (P0, P1, and P2). The results indicate that PIP is the most effective and consistent instrument in reducing all poverty dimensions. Social Assistance significantly reduces P0 and P1, while the Village Fund is effective only in the Flores–Lembata island region. BOK has no significant effect across all models. GRDP per capita significantly reduces poverty in the Alor–Timor–Rote region, whereas the COVID-19 pandemic significantly worsened all poverty dimensions, particularly in the Sumba region. These findings suggest that poverty alleviation policies in East Nusa Tenggara should adopt an asymmetric approach by expanding PIP, improving the targeting accuracy of Social Assistance, and strengthening the integration of the Village Fund and the development of economic self-reliance.
