Proyeksi hingga tahun 2045 menunjukkan luas mangrove sangat ditentukan arah kebijakan. Skenario business as usual (BAU) memproyeksikan luasan mangrove sebesar 85.899 ha dan peningkatan ekonomi menjadi 85.139 ha, sedangkan konservasi meningkatkannya menjadi 105.161 ha.
Kubu Raya Regency has the largest mangrove area in West Kalimantan Province and remains threatened by land conversion due to both anthropogenic and natural factors. Various mangrove management policy instruments exist at the national and subnational levels, but the spatial consequences of normative interventions are difficult to assess before implementation. This study aims to analyze the dynamics of mangrove cover from 2015 to 2025, identify the driving factors, project the spatial impacts on mangrove cover through 2045 under three policy scenarios, and formulate recommendations for mangrove management policy directions in Kubu Raya Regency. The study was conducted in four coastal sub-districts, covering a total area of 478,683 ha. Twenty-two features from optical imagery, radar imagery, and elevation and slope were classified into eight land cover classes using the Random Forest algorithm for 2015, 2020, and 2025. Land change modeling combined a transition matrix with Markov Chain, driving factor analysis with Weights of Evidence calculations, calibration and simulation of spatial allocation with Cellular Automata, and separate parameter estimation for each land status zone based on the forest area's function as a planning unit. Land cover classification results in Overall Accuracy value of 91.93-93.05%, while validation of the change model results in of 79.87% with a Figure of Merit of 14.14%. Mangrove area in 2015, 2020, and 2025 was 100,873 ha, 103,702 ha, and 98,563 ha, respectively, indicating an increase and a decrease in mangrove area, with a net deforestation rate of approximately 2%. The analysis of land use change trajectories shows that of the 8,801 hectares lost between 2020 and 2025, 69.5% was converted to non-forest vegetation, while conversion to fishponds and built-up areas accounted for less than 2%. Analysis of the driving factors of land use change indicates that elevation and slope gradient are the strongest factors contributing to increased mangrove distribution, while accessibility is the primary driver of mangrove loss. This suggests that deforestation remains primarily driven by the clearing of mangrove areas without land use changes and is linked to community economic activities. Previous research in Kubu Raya indicated that mangrove logging related to the use of wood for mangrove charcoal is a major driver of deforestation. Forest area function status is a strong predictor of deforestation rates, with mangrove persistence at 66-97% and a five-year deforestation rate of 2-28% between zones. Because 77% of the district's mangroves are located in the two zones with the lowest deforestation rates (Protected Forest and Limited Production Forest), their stability is structural. Tighter permitting and monitoring of conversion are needed in zones with high deforestation rates (Convertible Production Forest and Water Bodies), while large areas require that existing protections are not weakened, as even small decreases in their persistence have a significant impact on a per hectare basis. Projections through 2045 show that mangrove area is highly determined by policy direction. The business-as-usual (BAU) scenario projects a mangrove area of 85,899 ha and economic growth to 85,139 ha, while conservation increases it to 105,161 ha. The conservation scenario is projected to produce an optimum mangrove area, 19,262 ha higher than BAU. This indicates that mangrove management in Kubu Raya needs to focus on restoration rather than protection and encourage sustainable use by the community.
