Optimalisasi Tempat Pengolahan Sampah Berbasis Reduce, Reuse dan Recycle di Kota Bogor
Abstract
Penelitian ini bertujuan mengidentifikasi kondisi eksisting, menganalisis permasalahan, serta merumuskan strategi optimasi TPS 3R di Kota Bogor dari aspek teknis dan non-teknis. Penelitian dilaksanakan pada April 2026 di tiga TPS 3R: Ciparigi 2, Taman Sari Persada, dan Kencana Permai. Metode yang digunakan meliputi observasi lapangan, wawancara, studi dokumen, penilaian kinerja berbasis scoring, analisis mass balance, dan analisis finansial sederhana. Hasil penelitian menunjukkan bahwa berdasarkan penilaian kinerja, TPS 3R Ciparigi 2 memperoleh Nilai Relatif 2,16, TPS 3R Taman Sari Persada 2,24, dan TPS 3R Kencana Permai 2,66 dari skala 20. Mengacu pada Petunjuk Teknis TPS 3R 2017, Nilai Relatif = 9,5 termasuk kategori "Buruk", sehingga ketiga TPS 3R berstatus "Buruk". TPS 3R Kencana Permai terpilih sebagai model dengan proporsi reduksi tertinggi (79,1%) dan kelembagaan paling kuat. Permasalahan kritis meliputi rendahnya pemilahan dari sumber, mesin pencacah tidak optimal, dan rendahnya pendapatan hasil olahan. Strategi optimasi mencakup sosialisasi pemilahan dari sumber, perbaikan mesin pencacah, pengadaan APD, pengaktifan bank sampah, serta penguatan pembinaan DLH terjadwal. This study aims to identify existing conditions, analyze problems, and formulate optimization strategies for 3R Waste Processing Facilities in Bogor City. The research was conducted in April 2026 at three facilities: Ciparigi 2, Taman Sari Persada, and Kencana Permai. Methods included field observation, interviews, document studies, scoring-based performance assessment, mass balance analysis, and simple financial analysis. The results showed that Ciparigi 2 obtained a Relative Value of 2.16, Taman Sari Persada 2.24, and Kencana Permai 2.66 out of a maximum score of 20. Referring to the 2017 Technical Guidelines, a Relative Value of = 9.5 is classified as "Poor", therefore all three facilities were classified as "Poor". Kencana Permai was selected as a model with the highest reduction rate (79.1%) and strongest institutional capacity. Critical problems include low source separation, non-optimal chopper machines, and low revenue from processed products. Optimization strategies include source separation socialization, chopper machine repair, PPE provision, waste bank activation, and strengthening scheduled technical guidance.
