dc.description.abstractTransformasi struktural mencerminkan perubahan struktur ekonomi menuju kegiatan dengan produktivitas dan nilai tambah lebih tinggi. Di Provinsi Nusa Tenggara Timur, kontribusi sektor sekunder masih rendah dan belum menguat secara konsisten. Penelitian ini menganalisis pengaruh belanja modal daerah terhadap share sektor sekunder pada 22 kabupaten/kota selama 2015-2024. Analisis menggunakan regresi data panel dengan Fixed Effect Model serta PDRB per kapita, rasio jalan baik, dan share tenaga kerja sektor sekunder sebagai variabel kontrol. Hasil penelitian menunjukkan bahwa belanja modal daerah berpengaruh positif dan signifikan, tetapi respons share sektor sekunder bersifat inelastis. Hasil deskriptif menunjukkan perbedaan perkembangan antardaerah pada awal dan akhir periode penelitian. Temuan ini menegaskan bahwa peningkatan belanja modal perlu disertai ketepatan alokasi, kualitas pelaksanaan, dan keterkaitan aset publik dengan kegiatan ekonomi produktif.
dc.description.abstractStructural transformation reflects shifts toward activities with higher productivity and value added. In East Nusa Tenggara Province, the secondary sector remains limited and has not strengthened consistently. This study analyzes the effect of regional capital expenditure on the secondary sector share of 22 regencies and municipalities during 2015-2024. Panel data regression with a fixed effects model is used, with GRDP per capita, the good-road ratio, and the secondary-sector employment share as controls. The results show that regional capital expenditure has a positive and significant effect, although the response is inelastic. Descriptive findings indicate regional differences between the beginning and end of the study period. These findings emphasize appropriate allocation, effective implementation, and stronger links between public assets and productive regional economic activities.
