      Estimasi Potensi Ghost Gear, Faktor Penyebab dan Upaya Penanggulangannya pada Perikanan Rajungan di Perairan Teluk Banten

      Abstract
      Abandoned, lost or otherwise discarded fishing gear (ALDFG) atau disebut ghost gear adalah alat tangkap yang hilang, dibuang atau terbengkalai di suatu perairan yang berpotensi menjadi marine debris dan penyebab ghost fishing. Jaring insang dan bubu menjadi penyumbang ghost gear terbesar. Nelayan rajungan di Perairan Teluk Banten menggunakan jaring insang dan bubu sehingga potensi terjadinya ghost gear tinggi. Penelitian ini bertujuan mengestimasi jumlah ghost gear, pemetaan persebaran ghost gear, mengetahui faktor penyebab serta merekomendasikan upaya penanggulangan ghost gear pada perikanan rajungan di Perairan Teluk Banten. Penelitian dilakukan menggunakan metode survei dan wawancara kepada nelayan rajungan di PPN Karangantu, dilengkapi analisis deskriptif, statistik dan spasial. Diestimasikan dalam setahun sebanyak 2.300 pieces jaring dan 2.500 unit bubu hilang dengan kerugian masing-masing mencapai Rp. 690.000.000 dan Rp. 62.500.000. Pemetaan mengidentifikasi tiga zona berisiko tinggi yaitu wilayah barat pulau kambing dan pulau, wilayah timur pulau kubur meluas hingga utara pulau kubur, dan wilayah diantara pulau pamujan besar meluas hingga selatan pamujan kecil. Faktor penyebab ghost gear adalah konflik dengan alat tangkap lain dan dicuri atau dirusak. Upaya penanggulangan ghost gear adalah sosialisasi terkait ghost gear, pelaporan alat tangkap yang hilang, standarisasi gear marking, penyediaan fasilitas penampungan sampah alat tangkap dan pemberian insentif yang layak.
       
      Abandoned, Lost or otherwise Discarded Fishing Gear (ALDFG), commonly known as ghost gear, comprises fishing equipment lost, discarded, or abandoned in marine waters, posing marine debris and ghost fishing risks. Gillnets and traps are the primary contributors. Because most crab fishers in Banten Bay use gillnets and bubu, the potential for ghost gear is high. This study estimates ghost gear quantities, ghost gear maps distribution, identifies causal factors, and recommends mitigation for crab fisheries in Banten Bay. Surveys and interviews were conducted with crab fishers at PPN Karangantu, supported by descriptive, statistical, and spatial analyses. Within one year, estimated losses amount to 2.300 pieces of gillnets and 2.500 units of bubu, with economic losses of Rp. 690.000.000 and Rp. 62.500.000 respectively. Spatial analysis identified three high risk zones: west of Kambing Island and Lima Island, east to north of Kubur Island, and the waters between Pamujan Besar Island and Pamujan Kecil Island extending southward. Major causes are gear conflicts and theft or deliberate damage. Recommended measures include awareness campaigns, reporting mechanisms for lost gear, standardized gear marking, provision of collection facilities, and appropriate incentives for fishers to reduce ghost gear incidence.
