      Pola Pengelolaan Sumberdaya Ikan Kerapu Balong (Epinephelus coioides) di Perairan Pangandaran Jawa Barat

      Abstract
      Perikanan kerapu skala kecil di Kabupaten Pangandaran memiliki peran penting bagi perekonomian masyarakat pesisir, namun peningkatan intensitas penangkapan akibat tingginya permintaan pasar berpotensi mengancam keberlanjutan sumber daya. Penurunan produksi kerapu dari 12 ton pada tahun 2021 menjadi 8 ton pada tahun 2023 mengindikasikan adanya tekanan terhadap stok. Di sisi lain, keterbatasan informasi mengenai kepastian spesies, status stok, dan tingkat pemanfaatan, serta kemiripan morfologi antarspesies dalam genus Epinephelus, menyulitkan pengelolaan berbasis ilmiah. Penelitian ini bertujuan menentukan kepastian spesies ikan kerapu yang tertangkap di Perairan Pangandaran, menganalisis status stok dan tingkat pemanfaatan kerapu balong (Epinephelus coioides), serta merumuskan pola pengelolaan yang mendukung pemanfaatan berkelanjutan. Penelitian dilaksanakan pada Juli 2025–Januari 2026 di PPI Cikidang dan PPI Bojong Salawe. Identifikasi spesies dilakukan melalui analisis morfologi terhadap 48 sampel dan DNA barcoding gen COI terhadap 24 sampel terpilih. Status stok dianalisis menggunakan metode Length-Based Spawning Potential Ratio (LB-SPR), sedangkan tingkat pemanfaatan dianalisis menggunakan Catch Maximum Sustainable Yield (CMSY). Hasil analisis morfologi, meristik, dan morfometrik menunjukkan bahwa kerapu balong dan kerapu lumpur memiliki karakter yang konsisten sebagai E. coioides. Analisis DNA barcoding memperkuat hasil tersebut dengan tingkat kemiripan sekuens 98–100% terhadap referensi GenBank dan seluruh sampel berada dalam satu klad dengan E. coioides. Sebanyak 616 individu berhasil dikumpulkan dengan pola pertumbuhan allometrik positif, panjang asimtotik 107,48 cmTL, dan koefisien pertumbuhan 0,16 tahun?¹. Nilai mortalitas alami, mortalitas penangkapan, dan mortalitas total masing-masing sebesar 0,22; 0,33; dan 0,53 tahun?¹, dengan tingkat pemanfaatan 0,60. Nilai spawning potential ratio sebesar 28% serta hasil CMSY (r = 0,227; K = 56,7 ton; MSY = 3,04 ton tahun?¹) menunjukkan bahwa stok telah mengalami overfishing. Berdasarkan hasil tersebut, disusun pola pengelolaan yang meliputi pengaturan ukuran tangkap minimum, pengendalian upaya penangkapan, perlindungan struktur populasi hermafrodit protogini, dan pengendalian hasil tangkapan berbasis MSY guna mendukung keberlanjutan stok E. coioides dan perikanan tangkap skala kecil di Perairan Pangandaran.
       
      Small-scale grouper fisheries in Pangandaran Regency are economically important but face increasing pressure from high fishing intensity driven by market demand. Declining landings, from 12 tons in 2021 to 8 tons in 2023, indicate potential stock depletion and highlight the need for sustainable management. Limited information on species identity, stock status, and exploitation level, together with morphological similarity among Epinephelus species, further complicates management. This study aimed to confirm the identity of groupers landed in Pangandaran Waters, assess the stock status and exploitation level of the orange-spotted grouper (Epinephelus coioides), and develop sustainable management strategies. Sampling was conducted from July 2025 to January 2026 at the Cikidang and Bojong Salawe Fish Landing Sites. Species identification was performed using morphological analysis of 48 specimens and cytochrome c oxidase subunit I (COI) DNA barcoding of 24 selected specimens. Stock status and exploitation were evaluated using the Length-Based Spawning Potential Ratio (LB-SPR) and Catch Maximum Sustainable Yield (CMSY) methods. Morphological and molecular analyses confirmed that the locally recognized "kerapu balong" and "kerapu lumpur" are the same species, E. coioides, with COI sequence similarities of 98–100% to GenBank references. A total of 616 individuals were collected, exhibiting positive allometric growth, an asymptotic length of 107.48 cm TL, and a growth coefficient of 0.16 year?¹. Estimated natural, fishing, and total mortality rates were 0.22, 0.33, and 0.53 year?¹, respectively, with an exploitation rate of 0.60. The LB-SPR value of 28% and CMSY estimates (r = 0.227, K = 56.7 tons, MSY = 3.04 tons year?¹) indicated that the stock is overfished. Based on these findings, management measures including minimum catch size, fishing effort control, protection of the protogynous population structure, and MSY-based harvest regulation are recommended to ensure the long-term sustainability of E. coioides and the small-scale grouper fishery in Pangandaran Waters.
