Potensi Reduksi Gas Rumah Kaca dan Penghematan Biaya Proyek Jargas (Studi Kasus: Kelurahan Harapan Jaya Kabupaten Bogor)

Abstract

RPJPN 2025-2045 menargetkan penguatan ketahanan energi serta transisi energi yang berkeadilan. Salah satu upaya pemerintah ditempuh dengan meningkatkan sambungan rumah untuk jaringan distribusi gas rumah tangga (Jargas). Proyek Jargas berpotensi mengurangi penggunaan LPG yang masih memiliki berbagai permasalahan, seperti ketergantungan impor, subsidi yang kurang tepat sasaran serta emisi gas rumah kaca (GRK) yang relatif tinggi. Menggunakan studi kasus di Kelurahan Harapan Jaya, Kabupaten Bogor, penelitian ini bertujuan untuk (1) mengungkap persepsi rumah tangga terhadap proyek Jargas, (2) mengestimasi potensi reduksi emisi GRK setelah adanya proyek Jargas, dan (3) mengestimasi potensi penghematan rumah tangga dari konversi LPG dengan Jargas. Penelitian ini menggunakan metode analisis persepsi, Clean Development Mechanism (CDM) AMS-III.B. dan estimasi penghematan. Mayoritas pengguna menyatakan 'setuju' bahwa proyek Jargas memberikan manfaat. Namun, proyek Jargas menghasilkan emisi lebih tinggi dibanding tanpa proyek yaitu 626,24 berbanding 525,00 t CO2e/tahun (meningkat 101,24 t CO2e/tahun). Secara finansial, dampak proyek Jargas pada pengeluaran rumah tangga dipengaruhi oleh jumlah konsumsi, harga LPG, dan tarik Jargas. Pada periode 2018-2020, proyek ini menghemat pengeluaran rumah tangga agregat hingga Rp129.191.409/tahun. Namun, Pada periode 2021 hingga kini, proyek ini justru menambah pengeluaran agregat menjadi Rp512.365.271/tahun. Hasil ini menunjukkan bahwa manfaat proyek Jargas dalam menurunkan emisi dan menghemat pengeluaran rumah tangga belum tercapai.

The 2025–2045 National Long-Term Development Plan (RPJPN) prioritizes enhanced energy security and a just energy transition. As part of this strategy, the government is expanding household connections to the natural gas distribution network (Jargas). The Jargas project is intended to decrease reliance on liquefied petroleum gas (LPG), which contributes to import dependence, inefficient subsidy targeting, and elevated greenhouse gas (GHG) emissions. This study, conducted in Harapan Jaya Village, Bogor Regency, aims to: (1) assess household perceptions of the Jargas project, (2) estimate the potential for GHG emission reduction following the project's implementation, and (3) estimate potential household cost savings resulting from the switch from LPG to Jargas. The study employs perception analysis, the Clean Development Mechanism (CDM) AMS-III.B methodology, and cost-saving analysis. The majority of users agreed that the Jargas project provides benefits. However, the project results in higher emissions compared to a scenario without the project, i.e., 626.24 versus 525.00 t CO2e/year (an increase of 101.24 t CO2e/year). Financially, the project's impact on household expenditure is influenced by consumption volume, LPG prices, and Jargas tariffs. During the 2018–2020 period, the project generated aggregate household savings of up to IDR 129,191,409/year. However, from 2021 to the present, the project has instead increased aggregate expenditure to IDR 512,365,271/year. These results indicate that the Jargas project has not yet achieved its objectives of reducing emissions and saving on household expenses.
